Engineering, construction, and project management firm Bechtel Corporation last week announced the signing of a memorandum of understanding with Toshiba America Energy Systems and Toshiba Energy Systems & Solutions to pursue a civil nuclear power plant project in Poland.

Extending the operational life of California’s Diablo Canyon nuclear power plant beyond 2025—its scheduled year of retirement—would help the state meet its climate goals more quickly, more reliably, and more cheaply than allowing the facility to close, a new study has found.

According to Retaining Diablo Canyon: Economic, Carbon, and Reliability Implications, keeping the plant on line could not only substantially reduce California’s emissions, natural gas use, and electric power costs, but also help avoid blackouts.

Using nuclear power technology to produce clean hydrogen is getting a visibility boost as the Department of Energy hosts a virtual three-day (June 6–8) Annual Merit Review and Peer Evaluation Meeting on the agency’s efforts to accelerate clean hydrogen production. On June 6, the DOE announced a notice of intent (NOI) to fund the Bipartisan Infrastructure Law’s $8 billion program to develop regional clean hydrogen hubs (H2Hubs) and the launch of a new Hydrogen Shot Incubator Prize that seeks “disruptive technologies” to reduce the cost of clean hydrogen production. That same day, Westinghouse Electric Company and Bloom Energy Corp. (a maker of solid oxide electrolyzer technology) announced a letter of intent to develop electrolyzers for use in the commercial nuclear power market and said they are “well positioned to support the U.S. Department of Energy’s developing hydrogen hubs.”

The war in Ukraine notwithstanding, Westinghouse Electric Company has stepped up its partnership with Energoatom, Ukraine’s state-owned nuclear utility, signing agreements last week to supply all of the nuclear fuel for the country’s operating reactor fleet and to collaborate on the construction of nine AP1000 units for Ukraine, rather than the five earlier envisioned.

Westinghouse Electric Company and South Korea’s Hyundai Engineering & Construction have signed an agreement to “jointly participate in global AP1000 plant opportunities,” the Pennsylvania-based nuclear technology firm announced on May 24.

The Pittsburgh Post-Gazette’s Anya Litvak reported yesterday that Brookfield Business Partners, a subsidiary of Canada’s Brookfield Asset Management and an owner of Westinghouse Electric Company, is ready to sell the nuclear energy firm.

The total bill for the reactor expansion project at the Vogtle nuclear plant in Georgia is now expected to exceed $30 billion, according to the Associated Press. The original price tag for the two Westinghouse AP1000 units was $14 billion.

Bechtel has signed memorandums of understanding with a dozen Polish companies for the potential development of two nuclear power plants as Poland seeks to lessen its dependence on domestic coal and Russian imports for its energy supply.

The MOUs were signed on April 25 during a ceremony at the U.S. ambassador’s residence in Warsaw. Offering services ranging from earthwork and infrastructure construction to concrete, tunneling, electrical installations, and heavy cranes, the 12 Polish firms are BAKS, Budimex, Doraco, Energoprojekt-Katowice, Hitachi Energy Poland, ILF, KB Pomorze, Mostostal Warzsawa, Polimex Mostostal, Protea Group, Vistal Gdynia, and Zarmen.

Westinghouse’s plans for supplying AP1000 reactors to Ukraine may have been complicated by Russia’s invasion of the country, but the company is nonetheless continuing its efforts to strengthen business ties in Central and Eastern Europe. On April 5, Westinghouse signed memorandums of understanding with three companies in Slovenia.

Polskie Elektrownie Jadrowe (PEJ)—the state-owned company set up to lead Poland’s effort to build nuclear power plants—has submitted an environmental impact report to the country’s General Directorate for Environmental Protection regarding the construction and operation of the first such facility, which is to have a total capacity of up to 3,750 MWe.

In keeping with the ringing endorsement of nuclear energy it gave in January, the Czech Republic continues moving forward with plans for new reactor construction.

The Canadian government has announced an investment of C$27.2 million (about $21.6 million) in Westinghouse Electric Canada to support the development of the company’s eVinci microreactor technology.

François-Philippe Champagne, Canada’s minister of Innovation, Science, and Industry, made the announcement on March 17 during a visit to the company’s Burlington, Ontario, facility.

Westinghouse Electric Company and nuclear waste management company Perma-Fix Environmental Services plan to jointly develop a state-of-the-art advanced materials treatment facility in the United Kingdom. During the 2022 Waste Management Symposia, held last week in Phoenix, Ariz., the two companies signed a nonbinding agreement to cooperate on a facility that will provide low-level radioactive waste treatment services to the European market.

Bechtel and Westinghouse Electric Company on February 23 announced the signing of a memorandum of understanding with GE Steam Power to explore opportunities in their joint pursuit of civil nuclear power projects in Poland.

The preferred site for Poland’s initial foray into nuclear power, chosen last December, is Lubiatowo-Kopalino, near the Baltic coast. Bechtel and Westinghouse are preparing a front-end engineering design for the site, supported by a grant from the United States Trade and Development Agency.

Westinghouse Electric Company and Southern Nuclear have agreed to a plan to install four Westinghouse lead test assemblies in Vogtle-2, a 1,169-MWe pressurized water reactor located in Waynesboro, Ga. Four lead test assemblies containing uranium enriched up to 6 percent U-235 will be loaded in Vogtle-2 in 2023, marking the first time that fuel rods with uranium enriched above 5 percent U-235 are put in use in a U.S. commercial power reactor.

Designing a reactor is complicated but building one may be harder. Even companies that have had lots of practice haven’t always done it well. And all the power reactors in service today were built by companies that had years of experience in other kinds of big steam-electric power plants. In contrast, some of the creative new designs now moving toward commercialization come from start-ups that have never built anything at all. How should they prepare?

Westinghouse Electric Company has signed memorandums of understanding with seven companies in the Czech Republic. The MOUs, signed on January 13 at the Ministry of Industry and Trade in Prague, cover cooperation on the potential deployment of a Westinghouse AP1000 reactor at the Dukovany nuclear plant, as well as other potential AP1000 projects in Central Europe.

In a wide-ranging “program statement” laying out its policy priorities, the Czech Republic’s new, center-right government has endorsed nuclear energy and renewables and called for power generation from coal to be phased out by 2033.

The final version of the statement was released on January 7 by the five-party coalition government, sworn into office last month and led by Prime Minister Petr Fiala, head of the Civic Democratic Party.
