Reports released this week point to a clean energy future fueled by atomic energy—if and when pressing supply chain issues can be resolved. Advanced Reactor Roadmap, Phase 1: North America, released on May 15 by the Electric Power Research Institute and the Nuclear Energy Institute, takes a broad look at the deployment of advanced fission reactors and identifies supply chain ramp-up as one key enabler. The Fusion Industry Supply Chain: Opportunities and Challenges, released by the Fusion Industry Association on May 17, focuses on fusion energy supply chain issues.

Purdue University and Duke Energy released an interim report on May 10 that documents the first year of an ongoing feasibility study, first announced in April 2022, that could help bring nuclear power to the state of Indiana. No technology has been selected and no decision to build a new nuclear plant has been made at Purdue University or elsewhere in the state, but in the Small Modular Reactor and Advanced Reactor Feasibility Study Interim Report the study participants conclude that “small modular reactors and advanced reactors are a viable option that warrant continued exploration to meet the future carbon-free energy needs of Purdue University and Duke Energy Indiana.”

Nuclear power is the single largest source of clean energy in the United States, but how can the value of “clean” be measured? Two recent reports by researchers at the Massachusetts Institute of Technology and Pacific Northwest National Laboratory, respectively, measured the clean energy benefits of nuclear energy in different ways: the benefits to human health from the air pollution avoided and the future economic value of avoided carbon emissions.

Two South Korean financial institutions—the Korea Trade Insurance Corporation (K-Sure) and the Export-Import Bank of Korea (KEXIM)—have signed pacts with Holtec International and Hyundai Engineering & Construction (a Hyundai Motor Group subsidiary) to provide support to Holtec’s SMR-160 projects around the world, the American firm announced on May 2.

Richard Meserve, who for more than two years chaired the National Academies of Sciences, Engineering, and Medicine (NASEM) Consensus Committee on Laying the Foundation for New and Advanced Nuclear Reactors in the United States, introduced its 300-page report on April 27 during a public briefing.

A civil nuclear fuel security agreement between the five nuclear leaders of the G7—announced on April 16 on the sidelines of the G7 Ministers’ Meeting on Climate, Energy and Environment in Sapporo, Japan—establishes cooperation between Canada, France, Japan, the United Kingdom, and the United States to flatten Russia’s influence in the global nuclear fuel supply chain.

Germany may have walked away from nuclear energy, but just across the border, Poland continues to stride confidently toward it.

After solidifying plans in February for deploying Westinghouse’s AP1000 reactors in Poland, Polskie Elektrownie Jądrowe (PEJ) on April 13 submitted an application to the Ministry of Climate and Environment for a decision-in-principle regarding the nation’s initial nuclear project—construction of an AP1000 plant at a site some 40 miles northwest of Gdansk, the capital of Poland’s Pomeranian province.

The National Association of Regulatory Utility Commissioners (NARUC) and National Association of State Energy Officials (NASEO) have announced the launch of the Advanced Nuclear State Collaborative (ANSC)—an effort to bring together utility regulators and energy officials from across the nation to “enhance collective understanding” of the regulatory and policy issues facing states contemplating the deployment of new nuclear generation.

As part of the run-up to the G7 Ministers’ Meeting on Climate, Energy, and Environment in Japan on April 15–16, U.K. energy security secretary Grant Shapps met in Seoul yesterday with South Korean trade, industry, and energy minister Chang-yang Lee to discuss closer collaboration on clean energy development and energy security.

The Department of Energy last week announced up to $450 million in funding from the Bipartisan Infrastructure Law to advance clean energy demonstration projects at current and former mine sites. The law, officially the Infrastructure Investment and Jobs Act, was signed by President Biden in November 2021.

Canada’s Bruce Power, operator of Ontario’s eight-unit Bruce nuclear power plant, has announced the issuance of C$600 million (about $446.3 million) in green bonds in support of the company’s net-zero-by-2027 goal. (Investopedia defines green bonds as fixed-income instruments specifically earmarked to raise money for environmentally friendly projects.)

Sens. Shelley Moore Capito (R., W.Va.), Tom Carper (D., Del.), and Sheldon Whitehouse (D., R.I.) have introduced S. 1111—the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy (ADVANCE) Act.

Unveiled in the Senate on March 30, the legislation is cosponsored by a bipartisan septet of lawmakers: John Barrasso (R., Wyo.), Cory Booker (D., N.J.), Mike Crapo (R., Idaho), Lindsey Graham (R., S.C.), Martin Heinrich (D., N.M.), Mark Kelly (D., Ariz.), and Jim Risch (R., Idaho).

Fortum—operator of Finland’s two-unit Loviisa nuclear power plant—has signed a memorandum of understanding with Finnish stainless steel producer Outokumpu to explore decarbonizing the latter’s manufacturing operations with the help of emerging nuclear technologies, the companies announced on March 23.

The Department of Energy released Pathways to Commercial Liftoff: Advanced Nuclear earlier this month. It is one of the first in a series of reports on clean energy technologies and the private and public investments needed to overcome hurdles to full-scale deployment. The report makes a clear case for investment in nuclear power and challenges potential investors and operators to move beyond the current “wait and see” stalemate and generate “a committed orderbook . . . for 5–10 deployments of at least one reactor design by 2025.”

The United States and Indonesia have announced a strategic partnership to help the latter nation develop its nuclear energy program, supporting its interest in deploying small modular reactors to meet energy security and climate goals.

For years the U.S. nuclear industry has done an outstanding job keeping plant availability high while simultaneously continuing to improve safety and economics. With capacity factors averaging more than 90 percent, you would think that no one would shut down an operational nuclear power plant. But that is what we have seen in a number of cases. Fortunately, this now seems to be changing. As I write this column, Diablo Canyon’s new life extension application has just been submitted to the Nuclear Regulatory Commission for review, and the Department of Energy’s program to support continued operation of nuclear power plants is providing hope that current plants will continue to have the opportunity to demonstrate their operational excellence.

How did we get here? When I ask this question—both of myself and the industry as a whole—I envision this as two sides of the same coin. Through the efforts of many we have improved our financial and economic viability, but challenges remain because the full value proposition of nuclear energy has not been realized.

During a recent weeklong trip to Southeast Asia aimed at bolstering U.S. economic and security ties in the region, Vice President Kamala Harris announced the launch of nuclear energy partnerships with Thailand and the Philippines.

Currently, neither country enjoys the benefits of nuclear power. Both rely primarily on some mix of petroleum, natural gas, and coal for their energy needs.

Canada’s Bruce Power, operator of the eight-unit Bruce nuclear plant in Kincardine, Ontario, has announced a “made-in-Ontario solution” to the net-zero challenges faced by industries: allowing new incremental nuclear output to be accredited for an avoided emissions benefit.

The Canadian government last week released its 2022 Fall Economic Statement, featuring, among its many proposals, investment tax credits for a variety of clean energy technologies, including small modular reactors.
