Sweden’s parliament, the Riksdag, has approved legislative amendments from Prime Minister Ulf Kristersson’s government that will remove the country’s prohibition on new reactor construction at sites other than Sweden’s three current nuclear plants—Forsmark, Ringhals, and Oskarshamn—and do away with the limitation on the number of simultaneously operating reactors, currently capped at 10.

The amendments enter force on January 1.

“The Riksdag shares the government’s assessment that fossil-free electricity from nuclear power will also continue to play a role of central importance in the Swedish energy mix,” the legislative body said in a statement following the November 29 vote. “The main reasons for this are an expected greater demand for electricity in combination with the fact that fossil fuels have to be phased out, particularly for climate reasons. Nuclear power also contributes to the stable and predictable functioning of the Swedish power system.”

Sweden’s parliament, the Riksdag, recently endorsed a proposal in the government’s spring amending budget to change the country’s 2040 climate goal of 100 percent renewable electricity production to 100 percent fossil fuel–free electricity production.

Looking to add Finland and Sweden to its growing list of potential reactor customers in Europe, Westinghouse Electric Company on June 7 announced the signing of memoranda of understanding with Finnish state-owned energy company Fortum—operator of the two-unit Loviisa nuclear plant—to explore the possibilities of developing and deploying AP1000 and AP300 reactor projects in the two Nordic nations. The MOUs, according to Westinghouse, establish a framework of collaboration for detailed technical and commercial discussions.

Fortum—operator of Finland’s two-unit Loviisa nuclear power plant—has signed a memorandum of understanding with Finnish stainless steel producer Outokumpu to explore decarbonizing the latter’s manufacturing operations with the help of emerging nuclear technologies, the companies announced on March 23.

The Finnish government on February 16 granted a new operating license to Fortum Power and Heat Oy for its two Loviisa reactors—twin 507-MWe VVER-440/V213 units—providing them with an additional 20 years of operational life.

Finland’s Radiation and Nuclear Safety Authority (STUK) recently provided the country’s Ministry of Economic Affairs and Employment with a positive safety review of the Loviisa reactors, bringing the plant closer to an approval for operation to 2050.

Finnish energy companies Fortum and Helen Oy are initiating a study to explore collaboration on nuclear power projects, with particular emphasis on small modular reactors, the firms jointly announced last week, adding the caveat that “any future decisions on cooperation and investments will be made at a later stage.”

Westinghouse Electric Company and Finnish energy company Fortum have jointly announced the signing of a long-term partnership to develop, license, and supply VVER-440 fuel to Finland’s two-unit Loviisa nuclear power plant.

Finnish energy company Fortum has announced the launch of a two-year feasibility study to explore the potential for new nuclear construction, with a focus on Finland and neighboring Sweden. The utility said it will examine commercial, technological, and societal conditions for both conventional large reactors and small modular reactors.

French utility giant EDF has announced that its NUWARD small modular reactor design will be the case study for a European early joint regulatory review led by the French Nuclear Safety Authority (ASN). Also participating in the review process will be the Czech Republic’s State Office for Nuclear Safety (SUJB) and Finland’s Radiation and Nuclear Safety Authority (STUK).

The Finnish public’s support for nuclear power is at an all-time high, according to a recent opinion poll conducted by Kantar Public, a London-based consulting and research firm.

Commissioned by Finnish Energy—the trade association for Finland’s energy sector—the poll finds that 60 percent of respondents have either a “fully positive” or “mainly positive” perception of nuclear power as an energy source (34 percent and 26 percent, respectively), up from 49 percent in a 2021 Kantar poll.

Finnish energy company Fennovoima has terminated, effective immediately, its engineering, procurement, and construction (EPC) contract with RAOS Project Oy, a subsidiary of Russia’s Rosatom, for the delivery of a 1,200-MWe VVER-1200 pressurized water reactor at the Hanhikivi site in Finland’s Pyhäjoki municipality.

Finnish utility Fortum Power and Heat Oy has submitted an application to Finland’s Ministry of Economic Affairs and Employment to operate the two reactors at the Loviisa nuclear power plant through 2050. The current operating licenses for Loviisa-1 and -2 expire in 2027 and 2030, respectively.

Électricité de France recently announced the formation of an advisory board for NUWARD, France’s small modular reactor project. According to the company, the establishment of the International NUWARD Advisory Board (INAB) is a major step forward in support of the technology’s development.

The completion of a study assessing the feasibility of deploying a fleet of GE Hitachi Nuclear Energy’s (GEH) BWRX-300 small modular reactors in Poland was announced recently by the Polish firm Synthos Green Energy (SGE).

The feasibility study, which was prepared by Exelon Generation, was not made publicly available by SGE. The study covers the analysis of key aspects of SMR technology implementation, including cost issues, personnel policy, regulatory and security issues, construction models, and operational issues, according to SGE.

SGE is a subsidiary of Synthos S.A., a manufacturer of synthetic rubber and one of the biggest producers of chemical raw materials in Poland. According to SGE, it views SMR technology as an opportunity for the deep decarbonization of Polish industry and the country's heating sector.

Finnish energy company Fortum Power and Heat Oy has initiated an environmental impact assessment procedure for the two reactors at its Loviisa nuclear power plant with the aim of operating the units for 20 years beyond their current license expiration dates of 2027 (for Unit 1) and 2030 (for Unit 2).
