DOE awards cost-shared fusion energy research funds to seven companies

The Department of Energy’s Office of Science announced $2.3 million in funding on January 17 for 10 fusion energy projects that will allow private companies to work with national laboratories to address specific challenges in fusion energy development. Seven private companies and seven national laboratories are represented in the 10 projects selected for funding, provided through the INFUSE (Innovation Network for Fusion Energy) program. The second-round fiscal year 2022 awards follow a first round of 18 project awards announced in July 2022.

Cell leak delays startup of Idaho’s IWTU

Ten days after beginning a heat-up process to prepare for radiological operations at Idaho’s Integrated Waste Treatment Unit (IWTU), operators noticed a small leak of nonradioactive, nonhazardous solids in a cell, resulting in the facility’s shutdown in late December, the Department of Energy announced on January 10.

IAEA support teams sent to bolster Ukrainian power plants

In what it is calling a “major expansion” of its efforts to prevent a severe nuclear accident befalling Ukraine, the International Atomic Energy Agency yesterday announced that it is deploying teams of nuclear security and safety experts this week to the beleaguered nation’s nuclear power plants and the Chernobyl site. (The agency has already stationed a team of experts at Ukraine’s largest nuclear facility, the six-unit Zaporizhzhia plant, which has been under Russian military occupation since last March.)

National lab veteran Goff named to position at DOE-NE

Michael Goff, a renowned nuclear engineer with decades of management and research experience in national laboratories and the Department of Energy, has been named as the principal deputy assistant secretary for the DOE Office of Nuclear Energy (NE). The DOE announced the appointment on January 17 after a competitive, nationwide selection process.

NE, White House, national labs: Goff, an American Nuclear Society member, had been serving his third term at NE as a senior advisor to the assistant secretary. He had also previously served as the assistant director for nuclear energy and as a senior policy advisor in the White House Office of Science and Technology Policy. He spent more than 30 years at Idaho National Laboratory and Argonne National Laboratory in a number of management and research positions. His research interests have focused on the nuclear fuel cycle, including separations technology, high-level waste development, and safeguards. He has had more than 70 papers published on these and other research topics.

Nebraska to examine potential SMR sites

Nebraska Public Power District (NPPD), owner and operator of the Cornhusker State’s only operating nuclear power facility—the single-unit Cooper plant—is beginning the process of studying locations that could potentially host small modular nuclear reactors, the utility announced last Friday.

The effort will be financed through L.B. 1014—a state measure approved in April 2022 that appropriates the $1.04 billion allocated to Nebraska from federal pandemic relief funds.

University of Tennessee offers inspiration with inaugural NEDHO Diversity Panel

The University of Tennessee–Knoxville Department of Nuclear Engineering hosted the inaugural Nuclear Engineering Department Heads Organization (NEDHO) Diversity Panel on October 27. Wes Hines, head of the university’s Department of Nuclear Engineering, was the moderator for the event. Invited to the speak were engineering professional Harold T. Conner, environmental scientist Dari Gabriel, and engineering student Jasmine Toy. These three panelists discussed overcoming challenges in their engineering education and/or careers to find success. A common theme that emerged from the conversation was that—in addition to their own determination to succeed—all three panelists benefited from caring adult guidance during their youth, as well as strong support from friends, family, and colleagues as they pursued their goals.

THOR puts fast reactor fuel to the test in U.S.-Japan TREAT collaboration

Researchers at Idaho National Laboratory have completed initial testing on a newly developed fuel test capsule that is expected to provide crucial performance data for sodium-cooled fast reactors. The Department of Energy announced on January 12 that the series of fuel testing experiments being carried out now at INL’s Transient Reactor Test Facility (TREAT) was developed through a joint project between the United States and Japan.

NAC International acquires Philotechnics

NAC International Inc. has completed its acquisition of Philotechnics Ltd., a health physics, radiological services, and waste management company headquartered in Oak Ridge, Tenn., with a satellite facility in San Diego, Calif. The company, now under NAC International ownership, has been renamed NAC Philotechnics Ltd.

Paragon, Thermo Fisher reach licensing agreement on neutron flux monitoring systems

Paragon Energy Solutions and Thermo Fisher Scientific have entered into a definitive agreement that grants Paragon a long-term license for the product line of Thermo Fisher’s Gamma-Metrics neutron flux monitoring systems (NFMS). The agreement allows the legacy nuclear reactor customers of service provider Thermo Fisher to more easily purchase spare parts, upgrades, services, and new systems from Paragon, a leading supplier of safety-related products and components for the nuclear industry. This enhanced purchasing ability reduces the risk of obsolete products being used in the operating nuclear fleet.

DOE issues final rule on Part 810 Civil Penalties

The Department of Energy has published a final rule in the January 12 Federal Register establishing procedures for the assessment and imposition of civil penalties for certain violations of the Atomic Energy Act of 1954, as amended. The rule strengthens the DOE’s ability to enforce regulations governing exports of unclassified civil nuclear technology.

First shipment of surplus plutonium TRU waste sent to WIPP

The Department of Energy’s National Nuclear Security Administration and Office of Environmental Management have completed the first shipment of downblended surplus plutonium transuranic (TRU) material from the K Area at the Savannah River Site in South Carolina to the Waste Isolation Pilot Plant in New Mexico.

General Fusion demo plant construction will begin this summer

The U.K. Atomic Energy Authority (UKAEA) announced on January 12 that the South Oxfordshire District Council Planning Committee approved a planned fusion energy demonstration project at UKAEA’s Culham Campus. UKAEA and General Fusion, the magnetized target fusion company that designed the demo plant, announced that same day that construction will begin this summer, with commissioning planned for 2026 and full operations by early 2027.

In a former farm field just outside the historic town of Janesville in south-central Wisconsin, a large concrete-and-steel building is taking shape. Dubbed the Chrysalis, the building will eventually house eight accelerator-based neutron generators, which start-up company SHINE Technologies will use to produce molybdenum-99. As the precursor to the medical radioisotope technetium-99m, Mo-99 is used in tens of millions of diagnostic procedures every year, primarily as a radioactive tracer.

At the heart of the Chrysalis will be the high-flux neutron generators, being supplied by SHINE’s sister company, Phoenix. The compact accelerators use a deuterium-tritium fusion process to produce neutrons, which in turn induce a subcritical fission reaction in an aqueous low-enriched uranium target (19.75 percent uranium-235) to produce Mo-99.

The discovery of a small amount of uranium inside a package of scrap metal bars at Heathrow Airport in London has raised a number of puzzling questions that are being investigated by Scotland Yard, headquarters of the London Metropolitan Police (the Met). Investigators said that the uranium, which was found by Border Force staff during routine screening at the airport on December 29, originated in Pakistan, though it arrived at Heathrow on a passenger flight from Oman and, according to a January 11 report in the Guardian, was bound for an Iranian-owned business with offices in the United Kingdom.

Kairos makes list of 100 most promising cleantech companies

Kairos Power, an Alameda, Calif.–based advanced reactor developer, announced yesterday that it has been named to Cleantech Group’s list of the 100 most innovative and promising private companies in the cleantech sector for 2023. Cleantech Group is a research and consulting services firm headquartered in San Francisco.

Vibrating pipe causes delay to Vogtle-3 startup

Southern Company subsidiary Georgia Power on January 11 announced yet another delay to the startup of the Unit 3 reactor at the Vogtle nuclear power plant. It’s the latest in a long series of delays to the two-unit construction project at the Waynesboro, Ga., site. (Vogtle-3 was initially supposed to enter service in 2016.)

Project Rover: The original nuclear-powered rocket program

It’s Thursday, meaning it’s time to dig through the Nuclear News archives for another #ThrowbackThursday post. Today’s story goes back 60 years to the January 1963 issue of NN and the cover story “Review of Rover: A nuclear rocket” (p. 9), which reviews the first phase of the nuclear rocket program from Los Alamos National Laboratory.

Some quick digging online uncovers a lot of information about Project Rover, most notably, a short 20-minute film on the LANL YouTube page that reviews the project (Historic 1960s Film Describes Project Rover). The description of the video notes that the project was active from 1955 to 1973 and led to the design of multiple reactors suitable for testing, including Pewee 1, and that NASA has a modern nuclear thermal propulsion project based on the Pewee design. So it seems fitting to revisit Project Rover, given that there is today a lot of renewed interest in nuclear propulsion for space exploration.

The opening line from the January 1963 article seems to ring true today— “Provided the U. S. continues her space efforts, nuclear-powered rockets are inevitable”—although that probably didn’t seem likely to the nuclear community after the country’s attention shifted from the Space Race to the Vietnam War in the early 1970s when Project Rover was canceled. The introduction to the article lays out the argument for a nuclear-powered rocket and provides a review of the program since its launch in 1955.

NorthStar marks milestone in non-uranium production of Mo-99

Nuclear medicine company NorthStar Medical Radioisotopes announced that it has successfully produced molybdenum-99 at its recently completed accelerator production facility at its Beloit, Wis., campus. According to NorthStar, the event marks a major milestone in advancing the company’s proprietary electron accelerator technology for the non-uranium–based production of the critical medical radioisotope.
