Final test run begins on Idaho’s IWTU after supply chain delays

The Department of Energy’s Office of Environmental Management (EM) stated on February 22 that its Idaho National Laboratory Site contractor is operating the final test run of the Integrated Waste Treatment Unit (IWTU), running waste simulant through the facility to ensure the plant’s performance and personnel proficiency for upcoming radiological operations.

Canada announces program to protect property values near South Bruce

Canada’s Nuclear Waste Management Organization (NWMO) said in a February news release that it has developed a program to protect the value of properties near the potential site in South Bruce, Ontario, for the country’s deep geological repository for used nuclear fuel. Along with Ignace in western Ontario, South Bruce is one of the two potential locations the NWMO has identified for hosting a deep geological repository.

According to the NWMO, the Property Value Protection program reflects a responsible commitment to the community and addresses questions the organization heard from residents about whether property values will be affected if South Bruce is selected for the repository. The program, which was developed in consultation with the community of South Bruce, will compensate residents if the sale of their properties is negatively affected by the project.

India’s Kudankulam plant to use Holtec’s HI-STAR casks

Holtec International announced yesterday that its India-based subsidiary, Holtec Asia, has received an order from Mumbai-based Nuclear Power Corporation of India Limited (NPCIL) for two HI-STAR 149 transport casks to serve the away-from-reactor storage facility for the Kudankulam nuclear power plant.

Levin and Issa reintroduce bill to remove spent fuel from San Onofre site

Reps. Mike Levin (D., Calif.) and Darrell Issa (R., Calif.) have reintroduced bipartisan legislation that would make the San Onofre nuclear power plant in Southern California one of the highest priority sites in the United States for the removal of spent nuclear fuel. The bill is being cosponsored by Reps. Scott Peters (D., Calif.), Michelle Steel (R., Calif.), Katie Porter (D., Calif.), and Young Kim (R., Calif.).

The Spent Fuel Prioritization Act would amend the Nuclear Waste Policy Act to require the Department of Energy to prioritize spent fuel removal from decommissioned reactors based on the size of the population near the plant, the seismic hazard associated with the area, and any national security concerns. The bill does not call for a permanent repository or consolidated interim storage, nor does it authorize the transfer of spent fuel to any non-consenting state or locality.

The way in which some New Mexico lawmakers are ganging up against Holtec International’s plans to build a consolidated interim storage site for spent nuclear fuel makes it seem that everyone in the state is against the project, no matter that the benefits would far outweigh any risks.

But, as a recent editorial in the Albuquerque Journal illustrates, the communities of southeastern New Mexico, where the facility would be located, are firmly behind the project. They are, after all, well versed in nuclear technology and cognizant of the economic and social benefits it would bring.

New Mexico lawmakers push bills to thwart spent fuel storage in state

An article published on the Carlsbad Current-Argus news site on February 5 presents the wide gap between lawmakers in New Mexico on either side of the issue of temporary storage of spent nuclear fuel in the state.

The article noted that two identical bills—Senate Bill 54 and House Bill 127, which advanced in legislative committees last week—would block a spent fuel storage facility in New Mexico by prohibiting state agencies from issuing permits for such a facility.

Hanford’s cesium removal system begins waste treatment operations

The Department of Energy announced on Wednesday that the first large-scale treatment of radioactive and chemical waste from underground tanks at the Hanford Site near Richland, Wash., has begun with the start of operations of the Tank-Side Cesium Removal (TSCR) System.

The newly operational TSCR System removes radioactive cesium and solids from the tank waste. The treated waste will be fed directly to the nearby Waste Treatment and Immobilization Plant (WTP) for vitrification when the plant comes on line next year.

Sweden issues permits for spent fuel repository, encapsulation plant

The government of Sweden announced on January 27 that it has issued a permit to the Swedish Nuclear Fuel and Waste Management Company (SKB) to build a deep geological repository for spent nuclear fuel at Forsmark in the municipality of Östhammar. The government also issued a permit to construct a spent fuel encapsulation plant in Oskarshamn, where the country’s inventory of spent fuel is currently being stored.

U.K. launches new radioactive waste management organization

The government of the United Kingdom on January 31 announced the launch of Nuclear Waste Services. The new organization brings together site operator Low Level Waste Repository Limited, geological disposal facility developer Radioactive Waste Management Limited, and the Nuclear Decommissioning Authority’s (NDA) Integrated Waste Management Program.

According to the U.K. government, Nuclear Waste Services will maintain current commitments to the Low-Level Waste Repository in West Cumbria, the geological disposal facility program, and the communities involved with both, while also creating a business with the capability to manage U.K. nuclear waste “safely and securely for generations to come.”

DOE notes progress in campaign to transfer radioactive capsules to dry storage at Hanford Site

The Department of Energy’s Office of Environmental Management (EM) announced this week that preparations are well underway for the transfer of nearly 2,000 highly radioactive cesium and strontium capsules from the Waste Encapsulation and Storage Facility (WESF) to interim dry storage at the Hanford Site near Richland, Wash.

NRC commissioners vote to continue ISFSI security rulemaking

The Nuclear Regulatory Commission will continue work on a new rule on security requirements for independent spent fuel storage installations (ISFSIs), with two of the agency’s three commissioners voting to disapprove a request by NRC staff to discontinue the proposed rulemaking. The commissioners’ votes on the request were recorded on August 4, 2021, but were not made public until January 24.

DOE seeks proposals to build and test high-tech railcar for spent nuclear fuel

The Department of Energy has issued a request for proposals for the fabrication and testing of a prototype eight-axle railcar to carry the nation’s spent nuclear fuel and high-level radioactive waste. The heavy-duty, flat-deck railcar design known as “Fortis” received approval from the Association of American Railroads (AAR) in January 2021 to proceed to building and testing.

ANS publishes solid waste processing system standard

The American Nuclear Society has just published ANSI/ANS-55.1-2021, Solid Radioactive Waste Processing System for Light-Water-Cooled Reactor Plants. The standard was originally issued in 1979 with a revision in 1992 to provide design guidance for in-plant solid radwaste systems.

NWTRB to hold public meeting on DOE waste management, consent-based siting

Hanford completes cleanup at Plutonium Finishing Plant

Hanford evaporator prepares for tank waste treatment

DOE affirms its interpretation of high-level waste

With a notice published in the December 21 Federal Register, the Department of Energy has affirmed its interpretation of the statutory term “high-level radioactive waste” to mean that not all wastes from the reprocessing of spent nuclear fuel are HLW. The DOE said it interprets the statutory term such that some reprocessing wastes may be classified as non-HLW and may be safely disposed of in accordance with its radiological characteristics.
