Latvia looking into advanced nuclear with help from U.S.

The U.S. and Latvian governments announced last week a new partnership under the Biden administration’s Foundational Infrastructure for Responsible Use of Small Modular Reactor Technology (FIRST) program.

Launched in April of last year, the FIRST program is designed to deepen strategic ties, support energy innovation, and advance technical collaboration with partner nations on nuclear energy infrastructure.

The U.S.-Latvia FIRST project, according to the State Department, will draw on expertise from across government, industry, national laboratories, and academia for policy and technical exchanges focused on topics such as workforce development, stakeholder engagement, regulatory development, and familiarization with advanced nuclear technologies—including SMRs—to support Latvia’s energy independence and security and climate priorities. Latvia currently has no nuclear power facilities.

What they’re saying: “We are pleased to be working with Latvia to explore what role advanced nuclear technologies can play in Latvia’s future energy mix,” said Bonnie Jenkins, the State Department’s undersecretary for arms control and international security. “The United States and Latvia share a commitment to energy security, combatting climate change, and nonproliferation. The FIRST program provides a framework for our countries to work together to achieve these goals.

U.K. energy strategy calls for up to eight new reactors

The U.K. government has released a new energy strategy aimed at boosting Britain’s energy independence, stabilizing its soaring energy prices, and accelerating the deployment of new nuclear, wind, solar, and hydrogen to mitigate climate change.

At the same time, the 38-page document, British Energy Security Strategy, calls for near-term support for domestic oil and gas, stating, “Net zero is a smooth transition, not an immediate extinction, for oil and gas.” (The United Kingdom in 2019 became the first of the world’s major economies to embrace a legal obligation to achieve net-zero carbon emissions by 2050.)

Following through with this strategy, the government says, could result in low-carbon sources generating up to 95 percent of British electricity by 2030.

Canadian utilities to collaborate on new nuclear in Ontario

Bruce Power and Ontario Power Generation (OPG) have announced an agreement to work together to support new nuclear technologies in Ontario. Bruce Power operates the Bruce nuclear plant and OPG operates the Darlington and Pickering facilities.

SMR technology is “very promising” for the chemical industry, says Dow CEO

Nuclear power from small modular reactors should be a central part of the chemical industry’s drive toward achieving carbon neutrality, according to Jim Fitterling, chairman and chief executive officer of Dow Inc. Fitterling’s comments, delivered at the 2022 International Petrochemical Conference, hosted by American Fuel & Petrochemical Manufacturers and held March 27–29 in San Antonio, Texas, were reported by Independent Commodity Intelligence Services (ICIS).

Beyond renewables: The ICIS report noted that more than 25 percent of Dow’s manufacturing sites are fully or partially powered by renewable energy sources, including wind, solar, and hydropower. Nevertheless, Fitterling said, “We need a broader and more realistic approach to feed our energy needs. Renewables are great, and we’re a tremendous supporter . . . but renewables alone are not the answer.” He added that renewable power generation would have to increase 90 times to equal the energy that is currently provided by hydrocarbons in the United States.

Canadian provinces release strategic plan for SMRs

The governments of four Canadian provinces—Ontario, New Brunswick, Saskatchewan, and Alberta—have published a plan outlining the path forward for the advancement of small modular reactors, which could provide the nation with safe, reliable, and zero-emissions energy and create new export opportunities.

The 60-page document, A Strategic Plan for the Deployment of Small Modular Reactors, builds on an SMR feasibility study conducted under a memorandum of understanding signed in 2019 by the premiers of Ontario, New Brunswick, and Saskatchewan and in 2021 by the premier of Alberta. Prepared by Ontario Power Generation, Bruce Power, New Brunswick Power, and SaskPower, the study concluded that SMR development would support domestic energy needs, curb greenhouse gas emissions, and position Canada as a global leader in clean technologies and the fight against climate change.

Indiana SMR bill signed into law

Indiana has joined the growing list of states looking into small modular reactors for future energy production as their coal-fired plants are retired.

Gov. Eric Holcomb on March 18 signed into law S. 271, which allows and incentivizes the construction of SMRs in Indiana. Introduced on January 10 and sponsored by state Sens. Eric Koch (R., Bedford) and Blake Doriot (R., Goshen), S. 271 passed in the Senate on February 1 in a 39–9 vote and in the House on February 22 by a vote of 70 to 22.

Specifics: S. 271 requires the Indiana Utility Regulatory Commission (IURC), in consultation with the state’s Department of Environmental Management, to adopt rules concerning the granting of certificates of public convenience for the construction, purchase, or lease of SMRs, defined as reactors with a rated electric generating capacity of not more than 350 MW. The rules are to be adopted by July 1, 2023.

Europe’s confused climate strategy

Europeans are taking resolute steps to reduce their output of climate-changing gases, but some countries are moving in the wrong direction.

Many countries are adding solar and wind, which are low-carbon energy sources. Some have moved to biomass, the value of which as a climate cure is not clear. A few are adding reactors, while others are defining nuclear as dirty energy and natural gas as “clean” and are changing their generation mix accordingly.

U.K. begins assessment of Rolls-Royce SMR design

The United Kingdom’s Department of Business, Energy and Industrial Strategy (BEIS) has asked regulators—including the U.K. Office for Nuclear Regulation (ONR), the Environment Agency, and Natural Resources Wales—to begin a generic design assessment (GDA) of Rolls-Royce SMR’s 470-MWe small modular reactor design.

Setting expectations in a nuclear "moment"

If you are in the nuclear world, it is hard to enter 2022 without a sense of optimism. Nuclear is enjoying a moment right now. Not a day goes by where there isn’t some new story on nuclear and climate or the development of new and advanced technologies, both fission and fusion.

On the business side, a flurry of deals and partnerships have been struck, and more start-­up capital has flowed into nuclear energy projects in the past six months than in the previous three years combined. Soon, you will be able to buy shares of NuScale on Nasdaq under the ticker symbol “SMR.” On the policy side, the Infrastructure Investment and Jobs Act is now law, providing roughly $8 billion in “guaranteed money” for both advanced reactor demonstrations and support for the operating fleet, potentially more if nuclear is competitive in the cross-­cutting funding initiatives created and funded in the legislation.

Clinch River in the Spotlight

Last week’s announcement from the Tennessee Valley Authority about its “New Nuclear Program,” which outlines the potential development of the Clinch River site near Oak Ridge National Laboratory in Eastern Tennessee, is the catalyst for this week’s #ThrowbackThursday post. The Clinch River site was originally planned to be the location for the Clinch River Breeder Reactor, a project that, at the time, was meant to be the future of the nuclear industry in the United States.

NuScale solidifies plans for SMR deployment in Poland

TVA board approves advanced reactor program; initial focus on Clinch River

The Tennessee Valley Authority’s board of directors has given the go-ahead for a program that will explore the development and potential deployment of small modular reactors as part of the utility’s decarbonization strategy.

Letter of intent sets COLA submittal date for NuScale plant

Small modular reactor developer NuScale Power has informed the Nuclear Regulatory Commission via letter that a combined license application (COLA) for the Carbon Free Power Project’s SMR plant is expected to be submitted to the agency in January 2024. The COLA will be for a six-unit 77-MWe plant.

The public power consortium Utah Associated Municipal Power Systems launched the Carbon Free Power Project in 2015 to develop, own, and operate the nation’s first SMR plant, to be located at Idaho National Laboratory, with reactor technology supplied by NuScale.

Tennessee governor gives nuclear another rhetorical boost

In his annual State of the State Address on January 31, Tennessee Gov. Bill Lee offered more praise for nuclear energy, after lauding it earlier in the month during a tour of the Tennessee Valley Authority’s Watts Bar nuclear plant

“For decades, East Tennessee has been home to some of the best-kept secrets in nuclear energy and American innovation,” Lee told the state’s General Assembly. “Today, many may not realize that Tennessee derives more power from nuclear energy than from any other source. Recently, I visited the TVA’s Watts Bar nuclear facility, the last nuclear facility to be built in America, to see firsthand how nuclear power keeps our grid dependable even when the weather is not. Nuclear power is clean energy that actually works for the private sector.”

During a tour last week of the Tennessee Valley Authority’s two-unit Watts Bar nuclear power plant in Tennessee, Gov. Bill Lee said, "Nuclear energy is so important not only because it is an important part of TVA's power generation but also because of the value that clean energy via nuclear energy can have for sustainability in this country,” according to an article in the Chattanooga Times Free Press.

Lee added that he would support TVA’s plans if it decided to build small modular reactors.

IEA to Canadian government: Step up support for nuclear

X-energy teams with Canada’s First Nations to aid Indigenous communities
