NNSA to prepare Los Alamos’s fourth site-wide environmental analysis

The National Nuclear Security Administration announced that, in compliance with the National Environmental Policy Act (NEPA), it intends to prepare a site-wide environmental impact statement (SWEIS) to analyze the potential environmental impacts for continuing operations of the Los Alamos National Laboratory for the next 15 years. The SWEIS will also analyze the environmental impacts of legacy waste remediation being done by the Department of Energy’s Office of Environmental Management at the site.

Demolition begins on high-risk contaminated Y-12 building

A contractor for the Department of Energy’s Office of Environmental Management (EM) started tearing down a 1940s-era facility in May at the Y-12 National Security Complex in Oak Ridge, Tenn. Demolition of the former Criticality Experiment Laboratory, also known as Building 9213, is the latest project by EM to address a large inventory of high-risk excess contaminated facilities at the Oak Ridge Reservation.

NNSA cancels M&O contract for Pantex and Y-12, to hold separate contract competitions

The National Nuclear Security Administration announced last week that it is canceling its November 2020 contract solicitation for management and operation of the Pantex Plant and Y-12 National Security Complex and terminating the contract award announced in November 2021 for the two sites. The NNSA intends to hold two new competitions for separate contracts to manage each site.

Georgia Tech–led consortium focuses on emerging technologies and nonproliferation

The Department of Energy’s semiautonomous National Nuclear Security Administration funds three university–national laboratory consortia: the Consortium for Enabling Technologies and Innovation (ETI), led by the Georgia Institute of Technology in Atlanta; the Consortium for Monitoring, Technology, and Verification (MTV), led by the University of Michigan–Ann Arbor; and the Nuclear Science and Security Consortium (NSSC), led by the University of California–Berkeley. All three consortia are involved in education and research related to nuclear security and nonproliferation.

NNSA launches infrastructure initiative to adapt to climate change

The Department of Energy’s National Nuclear Security Administration is establishing an Energy Resilient Infrastructure and Climate Adaptation (ERICA) initiative, which will help position it to deal with climate issues. In a recent press release, the NNSA noted that ERICA will help it to meet the requirements of federal legislature and executive orders, along with the DOE’s climate adaptation, energy resilience, and sustainability goals in support of the agency’s national security missions.

The initiative was outlined in President Biden’s fiscal year 2023 budget request for the DOE.

DOE says sale of HALEU will not adversely affect uranium industry

The Department of Energy has determined that the sale, lease, or transfer of up to 750 kilograms of high-assay low-enriched uranium (HALEU) per calendar year to support the production of molybdenum-99 will not have an adverse material impact on the domestic uranium mining, conversion, or enrichment industry.

Plutonium transported from IAEA laboratory to Oak Ridge

Plutonium from an International Atomic Energy Agency laboratory in Austria has been removed to the United States, the Department of Energy’s National Nuclear Security Administration announced on March 29.

The plutonium was shipped from the IAEA’s Nuclear Material Laboratory in Seibersdorf, Austria, to Oak Ridge National Laboratory in Tennessee, where it will be used in sealed sources for nonproliferation research and development.

Safeguards: The plutonium included in the shipment represents approximately 15 years of accumulated residue from inspection samples collected in support of the IAEA’s safeguards mission, according to the NNSA. Technical experts from ORNL and Savannah River National Laboratory worked with a team from the IAEA for several years to complete all activities required for the safe and secure transportation of the material to Oak Ridge.

Savannah River engineers engage students in real-world problem solving

Savannah River Nuclear Solutions (SRNS), the Department of Energy contractor responsible for the management and operations of the Savannah River Site in South Carolina, partnered with Augusta University to create WORCshop@AU, an education outreach opportunity to introduce local high school students to nuclear science careers by solving a real-world problem. The program concluded on December 9, when student teams presented their solutions during a friendly competition.

DOE and NNSA partner with SHINE for domestic Mo-99

The Department of Energy’s National Nuclear Security Administration and Office of Environmental Management (EM) have signed the first contracts under the DOE’s Uranium Lease and Take-back Program with SHINE Technologies. The DOE called it a milestone in its effort to increase domestic production of molybdenum-99 (Mo-99), a medical isotope used in more than 40,000 medical procedures in the United States each day, without the use of high-enriched uranium.

SHINE Technologies, of Janesville, Wis., is one of the NNSA’s cooperative agreement partners. In October 2021, the NNSA awarded SHINE $35 million to support its efforts to produce Mo-99 commercially by the end of 2023.

Supply of Mo-99 sufficient to meet U.S. needs, feds say

ORNL researchers employ extraction probe for rapid safeguards analysis

International nuclear safeguards verification relies on a precise count of isotope particles collected on swipes during International Atomic Energy Agency inspections of nuclear facilities and isolated through a series of lengthy chemical separations that can take about 30 days to complete. On October 15, Oak Ridge National Laboratory—a member of the IAEA’s Network of Analytical Laboratories (NWAL)—announced that analytical chemists at the site have developed a faster way to measure isotopic ratios of uranium and plutonium collected on swipes, which could help IAEA analysts detect the presence of undeclared nuclear activities or material.

NNSA to conduct radiation assessments for Boston Marathon race route

Low-altitude radiation survey flights over downtown Boston and the Boston Marathon race route will take place from Friday, October 8, through Monday, October 11, by a team from the National Nuclear Security Administration.

The surveys to be done using the NNSA’s Aerial Measuring System (AMS) are what the agency calls “a normal part of security and emergency preparedness activities.”

Nevada’s legacy nuclear propulsion facilities slated for demolition

The Department of Energy is preparing to demolish two large, complex facilities at the Nevada Nuclear Security Site with ties to historical nuclear propulsion rocket development and testing programs. The DOE’s Environmental Management (EM) Nevada Program and its environmental program services contractor, Navarro Research and Engineering, have begun characterization and hazard reduction work on the site’s Engine Maintenance, Assembly, and Disassembly (EMAD) and Test Cell C (TCC) complexes.

New maintenance process reduces worker dose at Savannah River tritium facility

Using basic hand tools and remote manipulators, operators at Savannah River Nuclear Solutions (SRNS) were able to reduce radiation exposure to workers performing cutter head maintenance in the Savannah River Site’s Tritium Extraction Facility (TEF).

According to SRNS, the innovative procedure proved to be an excellent example of real-world application of As Low As Reasonably Achievable (ALARA) principles of time, distance, and shielding.

NNSA launches radiological security initiative in 100 U.S. cities

The Department of Energy’s National Nuclear Security Administration has launched a radiological security project known as the RadSecure 100 Initiative. The initiative will focus on removing radioactive material from facilities (where feasible) and improving security at the remaining facilities located in 100 metropolitan areas throughout the United States. It includes a partnership with local law enforcement.

The initiative is being announced this week by the NNSA during the National Homeland Security Conference in Las Vegas.
