In focus: The Three Mile Island special report

This week’s #ThrowbackThursday post features the special report published by Nuclear News in April 1979—one month after the accident at the Three Mile Island nuclear power plant. Titled “The ordeal at Three Mile Island,” the report provides readers with a quick review of the accident, how it happened (as much as was known at the time), its immediate effects on the general public, and the public discourse that followed. It should come as no surprise that the report covers some negative responses from the public and politicians of the time, but it concludes with the responses of some policy leaders who tried to put the accident into perspective.

NRC seeks public input on Level 3 PRA project

The Nuclear Regulatory Commission is seeking input from the public regarding the first set of results from its multiyear Level 3 Probabilistic Risk Assessment Project to analyze risk at a reference two-reactor nuclear power plant site.

The project, which began in 2012, updates risk insights obtained from work done more than 30 years ago, according to the NRC. The project examines a reference site with two large pressurized water reactors and associated spent fuel. It builds on Level 1 (possible reactor core damage scenarios) and Level 2 (possible radioactive material release scenarios) analyses to estimate potential health effects and economic impacts.

TRISO-X applies for advanced reactor fuel facility license

TRISO-X submitted a license application for a high-assay low-enriched uranium (HALEU) fuel fabrication facility to the Nuclear Regulatory Commission on April 6, the day after parent company X-energy announced that TRISO-X had secured a 110-acre site in Oak Ridge, Tenn., for the construction of the facility, which it is aiming to have operating in 2025.

NRC to consolidate LLW rulemaking

The Nuclear Regulatory Commission will integrate two separate rulemaking activities concerning the disposal of low-level radioactive waste, issuing a “re-proposed” rule that consolidates updates to 10 CFR Part 61, “Low-Level Radioactive Waste Disposal,” and proposed changes to the requirements for the near-surface disposal of greater-than-Class C (GTCC) waste.

NRC schedules public meetings on D&D rulemaking

The Nuclear Regulatory Commission has announced that it will hold public meetings this month to present its proposed regulations for nuclear power plants transitioning from operating status to decommissioning.

The meetings will be held on April 12 in Chicago, April 19 in Atlanta, and April 21 in Plymouth, Mass. The meetings will run from 6 p.m. to 8 p.m. local time and will include an opportunity for members of the public to ask questions. Those unable to attend in person can participate via Microsoft Teams. Details on meeting venues and virtual participation are provided in the public meeting notices at the above links.

NRC’s new strategic plan includes stakeholder confidence goals

The Nuclear Regulatory Commission yesterday unveiled its Strategic Plan: Fiscal Years 2022-2026, providing what it terms “a blueprint for how the agency will plan, implement, and monitor the work needed to ensure the safe and secure use of radioactive materials.”

According to the NRC, the four-year plan also includes a new focus on efforts to inspire stakeholder confidence and to continue fostering a healthy organization.

From the chairman: The 38-page document includes a message from the NRC chairman, Christopher Hanson: “In expanding the strategic plan to incorporate these areas of focus, I believe that this strategic plan will serve the agency better over the next four years by providing a clear roadmap that can be utilized in budget development and the agency’s ongoing implementation of the Foundations for Evidence-Based Policymaking Act of 2018."

This week for the #ThrowbackThursday post, we are again turning to the April 1984 issue of Nuclear News, which was highlighted in February when we looked at the start of the federal program to convert research reactors from the use of high-enriched uranium to low-enriched uranium. This week, however, we are reviewing the coverage presented in that issue about the five-year anniversary of the Three Mile Island-2 accident.

Challenges to Texas SNF facility filed in federal court

Several antinuclear groups are challenging the Nuclear Regulatory Commission’s licensing of Interim Storage Partners’ (ISP) consolidated interim storage facility for spent nuclear fuel in Andrews, Texas, by filing briefs in the U.S. Court of Appeals for the District of Columbia Circuit on March 18. The groups appealing the license include Beyond Nuclear, Don’t Waste Michigan (a coalition of seven environmental groups), and Sierra Club.

The NRC granted ISP a license in September 2021, authorizing the company to receive, possess, transfer, and store up to 5,000 metric tons of spent fuel and 231.3 metric tons of greater-than-Class C radioactive waste for 40 years. ISP plans to expand the facility in seven additional phases, up to a total capacity of 40,000 metric tons of fuel.

NRC probe of NIST reactor fuel failure finds apparent violations

In the 13 months since a fuel element failure triggered a scram of the research reactor at the National Institute of Standards and Technology’s NIST Center for Neutron Research (NCNR), the event and its causes have been scrutinized by both NIST and the Nuclear Regulatory Commission.

Initial conclusions from an NRC special inspection released on March 16 confirm that while public health and safety was maintained during and after the event, and doses to reactor facility staff were well below regulatory limits, a safety limit was violated when the temperature of the fuel cladding of a single fuel element in the 20-MWt research reactor reached a temperature high enough to partially melt the element.

NRC releases proposed decommissioning rule for public comment

The Nuclear Regulatory Commission published its proposed decommissioning rule in the March 3 Federal Register, opening a 75-day public comment period. Approved by the NRC in November 2021, the proposed rule would incorporate lessons learned from plants that have recently transitioned to decontamination and decommissioning and improve the effectiveness and efficiency of the regulatory framework.

An ANS virtual event titled "Perspectives from Past NRC Chairs" featured four former members of the Nuclear Regulatory Commission who focused on the future of nuclear energy in the United States and the NRC’s role as a regulator of small modular and advanced reactors.

The virtual event gave us an idea for #ThrowbackThursday to search through the Nuclear News archives (available to all ANS members) for an interview with George Apostolakis, published in the March 2000 issue. At the time, Apostolakis was a professor at the Massachusetts Institute of Technology and a member of the NRC’s Advisory Committee on Reactor Safeguards. Ten years later, he was sworn in as an NRC commissioner.

Framatome receives NRC approval for transport of LEU+ fuel assemblies

Framatome announced on February 22 that the Nuclear Regulatory Commission has approved a license amendment that would allow Framatome’s shipping containers to transport, in the United States, fresh nuclear fuel assemblies containing uranium enriched up to 8 percent uranium-235.

Light water reactor fuel with higher enrichments and burnup capabilities than currently used under low-enriched uranium regulation could improve electricity generation and fuel utilization, possibly improving plant economics and providing more flexible reactor performance through extended operating cycles and more efficient core configurations.

Medical company faces NRC fine for failing to secure sealed sources

The Nuclear Regulatory Commission has proposed a $7,000 fine to Marian Medical Services (MMS), of Wildwood, Mo., for four violations of regulatory requirements related to its licensed activities in Anchorage, Alaska. The violations involved the company’s failure to properly handle, store, and secure five sealed sources that it was licensed to use at its Anchorage medical clinic to perform diagnostic imaging services.

According to an NRC report, the clinic was licensed in 2016 but stopped offering nuclear medicine services in 2018 because there weren’t enough patients to sustain the business.

How the Olympics put a spotlight on HEU in research reactors

Today’s #ThrowbackThursday post looks at the initial debate surrounding the conversion of research reactor fuel from high-enriched uranium to low-enriched uranium. An article published in the April 1984 issue of Nuclear News (available to all ANS members), titled “NRC studies HEU-to-LEU fuel conversion issue,” was written by the ANS Washington editor John Graham, and brings up several items of interest.

The story: Graham introduces the readers to the growing security concerns around HEU and notes that the issue has its roots in the nonproliferation concerns from the Carter administration that forced the domestic nuclear industry to abandon certain projects—the subject of a #TBT post a couple of weeks ago.

NRC denies petition to revise decommissioning rules

The Nuclear Regulatory Commission has denied a petition for rulemaking, filed in February 2019 by Gerard P. Van Noordennen on behalf of EnergySolutions, requesting that the agency revise its regulations to allow licensees access to a nuclear power plant’s decommissioning trust fund to pay for the disposal of major radioactive components before the plant permanently ceases operations and begins decommissioning.

“Major radioactive components” refers to the reactor vessel and internals, steam generators, pressurizers, large bore reactor coolant system piping, and other large components.

Vogtle-2 to test Westinghouse fuel enriched to 6 percent

Westinghouse Electric Company and Southern Nuclear have agreed to a plan to install four Westinghouse lead test assemblies in Vogtle-2, a 1,169-MWe pressurized water reactor located in Waynesboro, Ga. Four lead test assemblies containing uranium enriched up to 6 percent U-235 will be loaded in Vogtle-2 in 2023, marking the first time that fuel rods with uranium enriched above 5 percent U-235 are put in use in a U.S. commercial power reactor.

NRC issues $50,000 fine for security-related violations at Oyster Creek

The Nuclear Regulatory Commission has issued a confirmatory order to Holtec Decommissioning International (HDI) following an alternative dispute resolution mediation session regarding security-related violations at the Oyster Creek nuclear power plant in Lacey Township, N.J. A subsidiary of Holtec International, HDI is decommissioning Oyster Creek, which permanently ceased operations in 2018.

NRC commissioners vote to continue ISFSI security rulemaking

The Nuclear Regulatory Commission will continue work on a new rule on security requirements for independent spent fuel storage installations (ISFSIs), with two of the agency’s three commissioners voting to disapprove a request by NRC staff to discontinue the proposed rulemaking. The commissioners’ votes on the request were recorded on August 4, 2021, but were not made public until January 24.
