It is hard to believe that this month marks the 10-year anniversary of the Fukushima accident. If I close my eyes, I can recall exactly where I was when I first heard the news—standing in a hallway in the Russell Senate Office Building with soon-to-be ANS president Mike Corradini, having just briefed Capitol Hill staff on the role of universities in the U.S. nuclear R&D enterprise.

“There’s something happening in Japan,” I recall him saying, as he looked intently at his phone.

NASA’s Mars 2020 Perseverance rover took its first drive on the surface of Mars on March 4, traversing 21.3 feet and executing a 150-degree turn in about 33 minutes. The drive was one part of an ongoing check and calibration of every system, subsystem, and instrument on Perseverance, which landed on Mars on February 18.

The NASA team has also verified the functionality of Perseverance’s instruments, deployed two wind sensors, and unstowed the rover’s 7-foot-long robotic arm for the first time, flexing each of its five joints over the course of two hours.

With relatively little fanfare, the functionality of Perseverance’s radioisotope thermoelectric generator (RTG)—assembled at Idaho National Laboratory and fueled by the decay of plutonium-238—is also being proved. It is reliably providing the power that Perseverance’s mechanical and communication systems require.

In an article published on March 5, Axios reviews the ways the world’s maritime companies are trying to decarbonize. The maritime industry, “from ferries to freighters—is trying to navigate a once-in-a-century transition away from fossil fuels to new, cleaner means of propulsion,” the article explains.

Emissions from shipping: The article notes that the world’s economy relies on international shipping, with more than 90 percent of global trade traveling via maritime vessels. The issue, though, is that “the vessels burn about 4 million barrels of oil a day, accounting for almost 3 percent of the world’s carbon emissions.” The article then cites a United Nations report from 2018 that sets greenhouse gas reduction targets of 50 percent by 2050 compared to 2008 levels.

Newly appointed Energy Secretary Jennifer Granholm promised a more “collaborative and inclusive approach” to working with communities hosting and surrounding Department of Energy cleanup sites during a video address to the 2021 Waste Management Symposia on March 9. Granholm is the highest DOE official to ever address the annual conference dedicated to radioactive waste management, which is being held virtually this year due to the ongoing pandemic.

“Our work is about more than just restoring the land,” Granholm said of the DOE’s environmental management program. “It is really about keeping our promises to the American people. It is our responsibility to lift this burden from communities that have shouldered the burden of our safety and help them achieve a more vibrant and sustainable future.”

The National Association of Regulatory Utility Commissioners (NARUC) has launched a five-year nuclear energy partnership with the Department of Energy. Announced on March 8, the partnership is aimed at providing opportunities for state public service commissioners and their staffs to “better understand barriers and possibilities related to the U.S. nuclear fleet.”

Partnership members will engage in activities such as stakeholder dialogues, peer-sharing calls, site visits, educational webinars, and briefing papers, according to NARUC.

Support for the project is furnished by the DOE’s Office of Nuclear Energy through the NARUC Center for Partnerships and Innovation. A kickoff meeting is scheduled for later this month.

William “Ike” White, the Department of Energy’s acting assistant secretary for environmental management, helped open the 2021 Waste Management Symposia by announcing a new era for the department’s Office of Environmental Management (EM) and its cleanup mission. Speaking via live stream during the virtual meeting’s plenary session on March 8, White said, “Today, EM is at the start of a new era, with a new administration and a new set of priorities for the year, and, hopefully, the start of a new post-pandemic world.”

The new priorities that White touted are contained in EM’s Calendar Year 2021 Mission and Priorities, which outlines specific planned goals across the cleanup complex for the coming year. According to the DOE, the calendar serves as a marker for EM’s continuing success in addressing the legacy of nuclear weapons production and government-sponsored nuclear energy research.

The American Nuclear Society has a strong presence at the virtual Waste Management Symposia 2021 (WM2021), March 8-12, 2021. It is the first time the event is being held virtually, a decision made by the organizers with the ongoing COVID-19 pandemic in mind.

ANS’s involvement: ANS Executive Director/CEO Craig Piercy is among the presenters of awards, including those for the best oral and poster presentations/papers from last year’s event. ANS President Mary Lou Dunzik-Gougar is a featured speaker in a STEM panel. She will discuss ANS’s Navigating Nuclear program during the “Setting the Hook: Partnering to Reel in STEM Students Early” panel on Thursday. The presentation is one of three panels dedicated to STEM initiatives for younger students.

Democratic leaders in the House last week introduced the Climate Leadership and Environmental Action for our Nation’s Future Act (the CLEAN Future Act, or H.R. 1512), a nearly 1,000-page piece of climate change–focused legislation establishing, among other things, a federal clean electricity standard that targets a 50 percent reduction in greenhouse gas emissions from 2005 levels by 2030 and net-zero emissions by 2050.

The bill, a draft version of which was released in January 2020, presents a sweeping set of policy proposals, both sector-specific and economy-wide, to meet those targets. The final version includes a number of significant revisions to bring the legislation into closer alignment with President Biden’s climate policy campaign pledges. For example, the bill’s clean electricity standard would require all retail electricity suppliers to provide 80 percent clean energy to consumers by 2030 and 100 percent by 2035. During my time as vice president and president of ANS, I have been advocating for a new approach to implementing dose limits across the nuclear industry. A lack of understanding and an unfounded fear of radiation has resulted in widespread efforts to minimize dose, rather than to optimize radiation protection in a holistic sense. I want to put the “reasonably” back into ALARA (“as low as reasonably achievable”). Such a paradigm shift, from minimization to optimization, while easily said, equates to a major cultural change spanning international government agencies, industry, nongovernmental organizations, professional societies, and even academia. It is essential to have the active participation of all stakeholders in a transparent process to effect such a change. This process will not only lead us toward a more level playing field for nuclear, it will also greatly impact public perception of nuclear and radiological technology.

Nuclear power is an important component in the fight against climate change, but independent regulation is needed to gain the public’s---and governments'---trust, according to a March 6 article in The Economist, “Nuclear power must be well regulated, not ditched.”

The article reviews the negative effect that the Fukushima Daiichi accident had on the worldwide nuclear industry following the earthquake and tsunami in March 2011. Japan’s direct economic cost, estimated at more than $200 billion, was larger than that of any other natural disaster the world has seen, according to the article.

The Louisiana Public Service Commission (LPSC), the New Orleans City Council, and the Arkansas Public Service Commission on March 2 filed a complaint with the Federal Energy Regulatory Commission against Entergy Corporation, seeking damages of more than $360 million for what they term the utility’s “imprudent operation” of the Grand Gulf nuclear plant.

Located in Port Gibson, Miss., Grand Gulf is a single-unit plant with a 1,433-MWe boiling water reactor. The unit, which entered commercial operation in 1985, supplies power to customers of Entergy Louisiana, Entergy Mississippi, Entergy Arkansas, and Entergy New Orleans.

The Department of Nuclear Engineering at North Carolina State University has spent the 2020–2021 academic year celebrating the 70th anniversary of its becoming the first U.S. university to establish a nuclear engineering curriculum. It started in 1950, when Clifford Beck, then of Oak Ridge, Tenn., obtained support from NC State’s dean of engineering, Harold Lampe, to build the nation’s first university nuclear reactor and, in conjunction, establish an educational curriculum dedicated to nuclear engineering.

Knowing that many ANS members are heavily involved in the development and regulatory oversight of advanced reactors, ANS Vice President/President-elect Steve Nesbit envisioned a place where members involved in the field could pool their resources, exchange ideas, and support interactions with other organizations and government agencies.

Nesbit’s vision is becoming a reality with the formation of the ANS Advanced Reactor Group. For now, it is housed within the Operations and Power Division, but the ARG will be open to other divisions as well. In fact, OPD chair Piyush Sabharwall said that input from across the ANS membership is essential for the group.

Dounreay Site Restoration Ltd. (DSRL) has awarded a six-year contract worth an estimated $10.4 million to engineering company Jacobs to lead an integrated design management team for one of the world’s deepest nuclear cleanups. The team will help in coordinating the program to clear and treat radioactive waste in the shaft and silo at Dounreay, near Thurso, in Scotland, U.K., a former fast reactor research and development center.

The Dounreay shaft extends 214.5 feet below ground and measures 15 feet wide in places, while the silo is a large underground vault with a concrete roof. Both were used for disposal of intermediate-level radioactive waste in the 1960s and 1970s, but now the solid waste and liquid effluent they contain needs to be retrieved and repackaged for removal to a safe, modern storage facility.

DSRL, the site decommissioning company, has tasked Jacobs with leading design integration ahead of the start of construction work. The company will also assist with the management of design and build work packages and offer design support during construction and commissioning. In announcing the contract on March 4, Jacobs said that it will subcontract with Berkshire Engineering, which is based near Dounreay, to assist with test and trials work.

After months of unsuccessful efforts by Ohio lawmakers to contend with the fallout from H.B. 6—the now-infamous nuclear subsidies bill signed into law in 2019—the state’s senate on March 3 passed a measure, S.B. 44, to repeal those subsidies. The vote was 32–0.

For those who may need reminding, federal prosecutors on July 21, 2020, arrested Larry Householder, then speaker of the Ohio House, and four lobbyists and political consultants for their involvement in an alleged $61 million corruption and racketeering scheme aimed at guaranteeing passage of H.B. 6, whose subsidies had kept Ohio’s Davis-Besse and Perry nuclear power plants from premature closure.

H.B. 6 established a seven-year program to charge the state’s electricity consumers fees to support payments of about $150 million annually to the plants’ operator, Energy Harbor Corporation, then known as FirstEnergy Solutions (FES). FES had announced in March 2018 that it would be forced to close Davis-Besse and Perry without some form of support from the state. (The payments to Energy Harbor were blocked last December by an Ohio Supreme Court injunction, which complemented an earlier lower court ruling.)

China will have the world's largest nuclear power fleet within a decade, an International Energy Agency official noted during a session at the High-Level Workshop on Nuclear Power in Clean Energy Transitions, World Nuclear News reported on March 3.

The workshop was held jointly by the IEA and the International Atomic Energy Agency.

The IEA official, Brent Wanner, head of Power Sector Modelling & Analysis for the agency's World Energy Outlook publication, said that as nuclear fleets in the United States, Canada, and Japan reach their original design lifetimes, decisions will have to be made about what will happen after that. Absent license renewals, the contribution of nuclear power could decline substantially in those countries while China’s reactor building program will boost it into the first position.

Granholm

Energy Secretary Jennifer Granholm on Wednesday during the CERAWeek energy conference commented that Texas should look beyond its borders to join other grids following last month's winter storm that left millions without power, according to an article from The Hill.

“It would be great for Texas to consider connecting ... to its neighbors,” she said. “I understand the go-it-alone sort of ethos, but there’s also an ethos of helping your neighbor too and I think connecting could benefit Texas in times of emergency, but it could also benefit Texas and the rest of the country in good times when Texas is generating all sorts of clean energy."

An aerial seeding project on the Hanford Site’s Gable Mountain will help restore lost habitat following a wildland fire in June of last year, according a March 3 announcement from the Department of Energy’s Richland Operations Office (RL). The wildfire burned more than 5,500 acres on the mountain at Hanford, in Washington state.

Outgoing DOE contractor Mission Support Alliance coordinated the effort to drop 75,000 pounds of native grass and shrub seed from a helicopter during the rainy winter season. The project will continue under the new contractor, Hanford Mission Integration Solutions. Biologists expect the seeds to germinate by spring.

“Remediating environmental damage from the Gable Mountain fire is a priority, and the use of harvested native seeds will offer the best chance at future restoration of this critical habitat,” said So Yon Bedlington, RL program manager.
