The Department of Energy won’t publish its draft environmental impact statement (EIS) for the Versatile Test Reactor (VTR) until mid-December. In a November 19 announcement on Twitter, however, the DOE’s Office of Nuclear Energy said that the yet-to-be-released EIS lists Idaho National Laboratory as the preferred alternative to site the VTR.

The DOE plans to submit the draft EIS for public comments early next month. The DOE won’t make a final decision on the design, technology selection, and location for the VTR until the completion of the EIS and record of decision in late 2021.

The Department of Energy released a Hydrogen Program Plan on November 12 that provides a strategic framework for the agency’s hydrogen research, development, and demonstration activities.

The DOE’s Offices of Nuclear Energy, Energy Efficiency and Renewable Energy, Fossil Energy, Electricity, and Science, and the Advanced Research Projects Agency–Energy are all working on the production, transport, storage, and use of hydrogen in several sectors of the economy and have developed technical and programmatic multi-year plans. The Hydrogen Program Plan coordinates and complements those efforts by presenting a strategic direction that highlights the importance of collaboration both within DOE and with stakeholders in industry, academia, and the states.

In the November 10 Federal Register, the Department of Energy published a record of decision to begin groundwater remediation at the Santa Susana Field Laboratory site in Ventura County, Calif. The cleanup of groundwater will take place at seven locations within Area IV of the former industrial research and development complex.

Santa Susana’s Area IV contains the Energy Technology Engineering Center (ETEC), which was used for liquid metals research and where 10 nuclear research reactors were built and operated. Under an agreement with the state of California, the DOE is currently removing inactive buildings from the ETEC as part of the site cleanup.

The Monday session “Advancement in Medical Isotopes Production and Applications” of the 2020 ANS Virtual Winter Meeting was sponsored by the Isotopes & Radiation Division and co-chaired by Lin-Wen Hu of Massachusetts Institute of Technology and James Bowen of Pacific Northwest National Laboratory.

Radioisotopes produced from nuclear reactors and accelerators are widely used for medical diagnostics and cancer therapy. Technetium-99m (decay product of molybdenum-99), for example, is used in more than 80 percent of nuclear medicine diagnostic procedures. The session featured speakers who discussed the advancement and status of domestic production and applications of medical isotopes.

Xcel Energy’s Prairie Island is the probable location for the nation’s first demonstration of high-temperature steam electrolysis at a nuclear power plant. Idaho National Laboratory, which plays a key role in a hydrogen demonstration project launched last year with Xcel Energy, Energy Harbor, and Arizona Public Service (APS), announced on November 9 that Prairie Island, which houses two 550-MWe pressurized water reactors, would likely be chosen over the one-unit boiling water reactor plant at Monticello.

Minneapolis-based Xcel Energy will work with INL to demonstrate a system that uses the plant’s steam and electricity to split water. The resulting hydrogen will be used at the power plant, but excess hydrogen could be sold to other industries. Hydrogen has applications in transportation and in industrial sectors, including steel and ammonia production.

More than $10 million in federal funding for the Xcel Energy demo was announced by the Department of Energy on October 8. It is just one phase of a project that showcases collaboration between the DOE’s Office of Nuclear Energy and Office of Energy Efficiency and Renewable Energy. Commercial hydrogen production via low-temperature electrolysis is being demonstrated at Energy Harbor’s Davis-Besse plant. APS, which operates the Palo Verde generating station, will build on the Xcel Energy demo to develop an initial design and feasibility assessment for plant modifications to integrate a reversible hydrogen electrolysis system with the plant’s secondary system and will include hydrogen storage infrastructure.

Lisa E. Gordon-Hagerty has resigned as administrator of the National Nuclear Security Administration and undersecretary of energy for nuclear security, the Department of Energy announced on November 6. William Bookless, who had been serving as NNSA principal deputy administrator for the past year-and-a-half, was named as acting administrator. Bookless spent more than three decades as a senior physicist at Lawrence Livermore National Laboratory prior to joining the NNSA.

Core Power is a tiny startup that is bullish on the prospects for nuclear-powered ocean transportation. The company announced on November 2 that it is part of a team that has applied for a cost-shared award from the Department of Energy’s Advanced Reactor Demonstration Program (ARDP) to build a prototype molten salt reactor (MSR). Core Power believes that MSRs could be used for propulsion or electricity generation to decarbonize the world’s commercial shipping fleet.

Based in London, England, Core Power is the only non-U.S. member of the team, which includes TerraPower, Southern Company, and Orano USA. As a marine engineering firm, Core Power says that it offers its ARDP partners “access to pent-up demand from a market with real customers.” An announcement of ARDP “risk reduction for future demonstrations” award winners is expected in December.

Improvements to Hanford’s 242-A Evaporator Facility continue to be made as the Department of Energy prepares to begin its direct-feed low-activity waste (DFLAW) approach to treating radioactive liquid waste at the site near Richland, Wash. The DOE announced on November 3 that its Office of River Protection and contractor Washington River Protection Solutions (WRPS) have completed several major upgrades and repairs at the evaporator, and more are planned.

Used to reduce waste volume by removing liquid from Hanford’s underground storage tanks, the 242-A Evaporator is fundamental to the Hanford Site tank waste mission and will play an essential part in the DFLAW treatment approach, according to the DOE.

The Government Accountability Office (GAO) released a report on October 29 outlining potential issues regarding a 2018 Department of Energy order on how the department, the National Nuclear Security Administration, and their contractors interact with the Defense Nuclear Facilities Safety Board (DNFSB) and its staff. DNFSB is the independent agency responsible for ensuring that DOE facilities are protective of public health and safety.

According to the 81-page GAO report, provisions of DOE Order 140.1, issued in May 2018, restricted DNFSB’s access to information essential to its mission, and a subsequent revision of that order has not eliminated concerns that it would hinder DNFSB in carrying out its oversight responsibilities.

The Versatile Test Reactor’s conceptual design was approved in September, and a draft environmental impact statement could be released within the week. The completion of more project milestones leading to operation in 2026, however, will depend on congressional appropriations. An expert panel described the need for a state-of-the-art test reactor and the value that the VTR could bring to the U.S. nuclear R&D community over its 60-year lifetime during a recent webinar—“Advanced U.S. Nuclear Research and Development: A Briefing and Discussion on the VTR”—hosted by Idaho National Laboratory.

Craig Piercy, ANS executive director/CEO, moderated the webinar, introducing a project update from VTR executive director Kemal Pasamehmetoglu and facilitating a Q&A session with representatives of the Nuclear Regulatory Commission, the Department of Energy, universities, reactor developers, and the Nuclear Innovation Alliance. With work recently completed on the removal of a former uranium enrichment complex at the East Tennessee Technology Park (ETTP), the Department of Energy is shifting focus to other remediation projects around the Oak Ridge National Laboratory. On October 27, the DOE announced that the Oak Ridge Office of Environmental Management (OREM) is set to begin cleanup of the Experimental Gas-Cooled Reactor at the site.

OREM and cleanup subcontractor UCOR are in the planning stages to fully deactivate the reactor for eventual demolition. The reactor is one of 16 inactive research reactors and isotope facilities that OREM is addressing and cleaning up at Oak Ridge. The cleanup effort will happen concurrently with other OREM cleanup projects underway at the Y-12 National Security Complex in Oak Ridge.

The Department of Energy’s Office of Environmental Management (EM) announced on October 27 that it has completed another of its 2020 priorities—completing the remediation activities on and around the Tonopah Test Range and conveying 70 sites into long-term stewardship. Cleanup of the historic site, located within the Nevada Test and Training Range about 160 miles northwest of Las Vegas, was completed in less than half the time initially estimated, according to the DOE.

Oversight of the 70 remediated sites has now been transferred from the Office of Environmental Management to the DOE’s Office of Legacy Management (LM), which provides long-term surveillance and maintenance of remediated and closed DOE sites. Undersecretary for Science Paul Dabbar and other representatives from the DOE and the National Nuclear Security Administration (NNSA) celebrated the transfer of the sites to LM on October 20.

The Advanced Beam Laboratory at Colorado State University will receive funding under the DOE’s LaserNetUS program.

The Department of Energy’s Office of Fusion Energy Sciences (FES) aims to accelerate U.S. research in the field of high-energy-density plasma science with the awarding of $18 million to fund operations and user support at high-intensity laser facilities in the United States and Canada, the DOE announced on October 27.

The award is part of FES’s LaserNetUS initiative, which was established in 2018 to provide U.S. scientists increased access to high-intensity laser facilities at 10 universities and national laboratories: the University of Texas at Austin, Ohio State University, Colorado State University, the University of Michigan, the University of Nebraska–Lincoln, the University of Rochester, SLAC National Accelerator Laboratory, Lawrence Berkeley National Laboratory, Lawrence Livermore National Laboratory, and Canada’s Université du Québec.

Secretary of Energy Dan Brouillette and NASA Administrator Jim Bridenstine on October 20 signed a memorandum of understanding to continue decades of partnership between the Department of Energy and NASA and to support the goals of NASA’s Artemis program. These include landing the first woman and the next man on the moon by 2024 and establishing sustainable lunar exploration—using nuclear propulsion systems—by the end of the decade to prepare for the first human mission to Mars.

Waste Management Symposia, which hosts the Waste Management Conference every year in Phoenix, Ariz., announced on October 23 that it is putting an increased emphasis on funding scholarships at historically black colleges and universities (HBCU) and at institutions near Department of Energy sites. The organization said that the funding is part of its continuing effort to help the DOE and the nuclear industry develop the workforce of the future.

Electrifying the nation’s trucking industry could reduce consumption of fossil-based diesel fuel, but it would also pose new challenges. A cross-country 18-wheel truck needs five to 10 times more electricity than an electric car to recharge its battery. Where will that electricity come from?

A team of engineers at Argonne National Laboratory has designed a microreactor called the MiFi-DC (for MicroFission Direct Current) that they say could be mass-produced and installed at highway rest stops to power a future fleet of electric 18-wheelers.

Nuclear News reached out to the MiFi-DC team to learn more. The team, led by Derek Kultgen, a principal engineer at Argonne who also leads the lab’s Mechanisms Engineering Test Loop, responded to questions by email. While they emphasized that much more needs to be done before the MiFi-DC could become a fixture at rest stops across the country, the information the team shared sheds some light on the process of designing a tiny reactor for a specific purpose.

The Department of Energy’s Office of Environmental Management (EM) announced on October 20 that it has achieved a 2020 priority with the removal of another million tons of contaminated soil and debris from the Moab Site in southeastern Utah.

With this latest milestone, EM’s Moab Uranium Mill Tailings Remedial Action project has disposed of a total of 11 million tons of mill tailings from the site along the Colorado River, putting the project two-thirds of the way toward completing the removal and disposal of 16 million tons of mill tailings.

Site employees also recently surpassed a safety milestone, exceeding 1,500 workdays without a lost-time injury or illness, the DOE said.

The processing and downblending of uranium-233 for disposal has resumed at Oak Ridge National Laboratory, following a pause in operations due to the COVID-19 pandemic, the Department of Energy announced on October 20. Removal and disposition of the U-233 is one of the DOE Office of Environmental Management’s highest priorities at the site, as stated in its strategic vision released earlier this year.

The project is removing a significant risk by eliminating the inventory of highly enriched fissile material stored in Building 3019, the world’s oldest operating nuclear facility, according to the DOE. Employees, known as fissile material handlers, use shielded gloveboxes to dissolve U-233 into a low-level form so that it can be mixed with grout for safe transportation and disposal. The material dates back decades and was originally pursued as a fuel for reactors; however, it did not prove to be a viable option.

The completion of the decades-long effort to clean up the former Oak Ridge Gaseous Diffusion Plant was celebrated on October 13, with Energy Secretary Dan Brouillette joining U.S. Sen. Lamar Alexander, U.S. Rep. Chuck Fleischmann, Tennessee Gov. Bill Lee, and other state and community leaders at the East Tennessee Technology Park (ETTP), where the uranium enrichment complex once stood.

“We are not only celebrating reaching this achievement, but also how this achievement will impact the future of this region moving forward,” Brouillette said. “We turned what was once an expensive government liability that presented risks to the community into an asset that the community can use to usher in new growth for East Tennessee.”
