The International Atomic Energy Agency intends to launch a new initiative at the IAEA ministerial in Washington, D.C. on August 26–27. The objective of the initiative, called Atomic Technologies Licensed for Applications at Sea (ATLAS), is to provide support for “the maritime industry’s exploration of small modular reactors (SMRs) to power civilian ships and to provide offshore energy.” The IAEA hopes that this initiative will help advance the maritime deployment of such reactors.

London-based professional services organization and maritime classification society Lloyd’s Register has brought together a group of experts from the U.K. nuclear, maritime, insurance, and regulatory sectors with the primary goal of establishing international standards “for safe, secure, and commercially viable nuclear-powered ships.”

This Maritime Nuclear Consortium includes Lloyd’s Register as the group’s lead, safety administrator, and secretariat; Rolls-Royce, specializing in advanced reactor design; Babcock International Group (ship design, construction, and support); Global Nuclear Security Partners (security and safeguards); Stephenson Harwood (legal and regulatory issues); and NorthStandard (insurance).

Fusion energy for commercial use is a technology that is yet to be realized, but one company is already setting its sights on taking it from land to sea.

The Boston-based Deon Policy Institute has published a white paper that examines the applications of nuclear energy in the maritime sector—specifically, floating nuclear power plants and nuclear propulsion for commercial vessels. Topics covered include available technologies, preliminary cost estimates, and a status update on the regulatory framework.

Unique opportunity: The paper points out that nuclear energy has the potential to benefit the shipping industry with high energy efficiency, lower operating costs, and zero carbon emissions. The report has a special focus on Greece, a nation that controls about 20 percent of the global commercial fleet and thus has an opportunity to take a leading role in the transition to nuclear-powered shipping.

On August 4, the Clean Air Task Force (CATF) released a white paper, Bridging the Gap: How Nuclear-Derived Zero-Carbon Fuels Can Help Decarbonize Marine Shipping, containing policy recommendations for a U.S.-led transition away from fossil-based shipping fuels to nuclear-produced fuels and energy carriers like hydrogen and ammonia. According to CATF, in 2018, the international shipping industry accounted for 2.6 percent of the world’s carbon dioxide emissions—more than the international aviation sector. Sector-wide emissions are on pace to triple by 2050.

Core Power is a tiny startup that is bullish on the prospects for nuclear-powered ocean transportation. The company announced on November 2 that it is part of a team that has applied for a cost-shared award from the Department of Energy’s Advanced Reactor Demonstration Program (ARDP) to build a prototype molten salt reactor (MSR). Core Power believes that MSRs could be used for propulsion or electricity generation to decarbonize the world’s commercial shipping fleet.

Based in London, England, Core Power is the only non-U.S. member of the team, which includes TerraPower, Southern Company, and Orano USA. As a marine engineering firm, Core Power says that it offers its ARDP partners “access to pent-up demand from a market with real customers.” An announcement of ARDP “risk reduction for future demonstrations” award winners is expected in December.
