X-energy Canada, a subsidiary of U.S. mall modular reactor and fuel technology company X-energy, has signed a memorandum of understanding with Invest Alberta Corporation (IAC) to develop economic opportunities in support of the potential deployment of the Xe-100 SMR in the western Canadian province. (Alberta is one of four provinces behind last year’s A Strategic Plan for the Deployment of SMRs—a document that maps the path to capitalizing on the benefits of advanced reactor deployment.)

The passage of the bipartisan Infrastructure Investment and Jobs Act and the Inflation Reduction Act are providing a multitude of new funding opportunities for the nuclear community, and not just the current fleet. A mix of technologies and reactor types are being evaluated and deployed, with Vogtle Units 3 and 4 coming on line later this year, the Advanced Reactor Demonstration Projects of X-energy and TerraPower, and NuScale’s work with Utah Associated Municipal Power Systems to build a first-of-a-kind small modular reactor, making this is an exciting time to join the nuclear workforce.

At my company, Dow, we understand and embrace our responsibility to reduce global carbon emissions. With that said, the challenge to decarbonize is significant but achievable. To give you a sense of the scale required for us to decarbonize in order to make our products, we produce more than 7 GW of power and steam that fire more than 50 gas and steam turbines and boilers. Dow has already reduced our greenhouse gas emissions by 15 percent since 2005, and we are on track to reduce emissions another 15 percent by the end of the decade on our path to carbon neutrality by 2050. Our use of clean energy has contributed significantly to our current progress, as we are one of the top 20 users of renewable energy among global corporations, having secured more than 900 MW of renewable power. While we will continue to pursue renewable energy, there’s a limitation in the ability for renewables to support our decarbonization efforts.
Wilmington, N.C.–based GE Hitachi Nuclear Energy and Canadian firms Ontario Power Generation, SNC-Lavalin, and Aecon announced this morning the signing of a contract for the deployment of a BWRX-300 small modular reactor at OPG’s Darlington nuclear site in Canada. According to the announcement, it is the first commercial contract for a grid-scale SMR in North America.

The Nuclear Regulatory Commission has issued its final rule certifying NuScale Power’s small modular reactor design, making the Portland, Ore.–based company’s power module the first SMR design to be certified by the agency (and only the seventh reactor design okayed for use in the United States).
Published in yesterday’s Federal Register, the rule goes into effect on February 21, allowing utilities to reference the NuScale design when applying for a combined license to build and operate a reactor. The design will be incorporated as Appendix G to 10 CFR Part 52, Licenses, Certifications, and Approvals for Nuclear Power Plants.
As noted last July—when the commission voted unanimously to approve the design certification and directed staff to issue the final rule—an application for a nuclear power plant combined license that references a certified design does not need to address any of the issues resolved by the design certification rule. Instead, the combined license application and the NRC’s safety review would address any remaining safety and environmental issues for the proposed plant.

The Ontario government has announced the start of site preparation at the Darlington nuclear power plant for Canada’s first grid-scale small modular reactor: GE Hitachi Nuclear Energy’s (GEH) BWRX-300.
In a letter to NuScale Power, the Nuclear Regulatory Commission responded to the company’s draft standard design approval application (SDAA) for its small modular reactor design by identifying “several challenging and/or significant issues that could be focus areas for the SDAA acceptance and/or safety review.” The letter described the findings of the NRC’s preapplication readiness assessment and recommended NuScale’s “continued engagement” on a number of topics of concern before finalizing the SDAA.
Finnish energy companies Fortum and Helen Oy are initiating a study to explore collaboration on nuclear power projects, with particular emphasis on small modular reactors, the firms jointly announced last week, adding the caveat that “any future decisions on cooperation and investments will be made at a later stage.”
During a recent weeklong trip to Southeast Asia aimed at bolstering U.S. economic and security ties in the region, Vice President Kamala Harris announced the launch of nuclear energy partnerships with Thailand and the Philippines.

The Biden-Harris administration has committed to decarbonizing the power sector by 2035 and the economy by 2050, while creating good jobs and promoting equity. There’s no question that the lowest-cost, most reliable grid of the future will require clean, firm baseload power to support intermittent renewable energy.
Nuclear is such a reliable source of firm, flexible baseload power for the grid. Energy mix optimization models show that as penetration of renewables (such as solar and wind) grows, required energy storage capacity also grows, leading to increasing cost competitiveness of dispatchable carbon-free power sources (including low-impact hydro, geothermal energy, carbon capture and storage, zero-carbon fuels like hydrogen, and nuclear). Nuclear power is an essential component of America’s transition to a clean electric grid to maintain reliability, resiliency, and affordability.
U.S. special envoy for climate John Kerry and Ukraine’s minister of energy German Galushchenko have announced a two-to-three-year pilot project aimed at demonstrating the commercial-scale production of clean hydrogen and ammonia from small modular reactors in Ukraine using solid oxide electrolysis.
The Canadian government last week released its 2022 Fall Economic Statement, featuring, among its many proposals, investment tax credits for a variety of clean energy technologies, including small modular reactors.
