Senate hearing to focus on nuclear energy

The U.S. Senate Energy and Natural Resources Committee (ENR) will hold a hearing on Thursday, March 25, to examine the latest developments in the nuclear energy sector, with a focus on ways to maintain and expand the use of nuclear energy in the United States and abroad.

U.S. Navy researchers dive into cold fusion debate

Scientists at the Naval Surface Warfare Center, Indian Head Division, have pulled together a group of Navy, Army, and National Institute of Standards and Technology labs to help try and settle the debate over low-energy nuclear reactions (LENRs), reports IEEE Spectrum, the flagship magazine of the Institute of Electrical and Electronics Engineers.

Sometimes referred to as cold fusion, the science of LENRs has been debated since 1989, when Stanley Pons and Martin Fleischmann published the results of experiments in which they claimed to have generated nuclear energy using a simple, room-temperature tabletop setup involving palladium and heavy water. Subsequent experiments by other researchers, however, failed to replicate their findings, heightening skepticism.

According to the IEEE Spectrum report, the labs will conduct experiments in an effort to establish if there is really something to the LENR idea, if it is just odd chemical interactions, or if some other phenomenon entirely is taking place in these controversial experiments.

The Economist published a video earlier this month trying to answer the question of why is nuclear so unpopular. The video is paired with a story that appeared on The Economist's website advocating for a well-regulated nuclear industry. The video starts off with very dramatic images of nuclear weapons and scenes from popular culture like Godzilla, The Simpsons, and the recent HBO miniseries Chernobyl. The video provides a quick history of nuclear science and technology starting with Eisenhower's Atoms for Peace speech in an attempt to prove to the viewer that "nuclear is one of the safest, most reliable, and sustainable forms of energy, and decarbonizing will be much more difficult without it."

Biden administration preparing to invest in infrastructure

The New York Times has reported on a set of massive spending proposals under President Biden’s “Build Back Better” agenda that is adding up to $3 trillion aimed at boosting the economy and combating climate change. The proposals are expected to be presented to Congress in three parts instead of as one massive bill. Details still need to be worked out and the proposals remains in flux, according to the Times.

Granholm speaks at Berlin Energy Transition Dialogue 21 conference

U.S. Energy Secretary Jennifer Granholm gave her first international address as part of the Berlin Energy Transition Dialogue 2021 conference, held on March 16 and 17. Granholm started her speech by stating that “America is back,” putting climate change policies front and center as part of the Biden administration’s agenda. She said that President Biden has set ambitious goals for climate policies that will set the United States on “an irreversible path toward net zero carbon emissions by 2050.”

Granholm’s message: Granholm focused her talk on renewable energy investment and she discussed how the United States is dedicated to working with the rest of the world to cut emissions to get to net-zero. She touched on assorted topics, including investing in renewables, creating a resilient grid, installing hundreds of miles of new transmission lines to reach new renewable energy sources, improving carbon removal from current fossil fuels, promoting hydrogen production, researching next-generation battery storage, and realizing the potential massive economic boom that could come with all this investment by the U.S. Department of Energy.

There was one glaring omission from that list: Nuclear.

FERC dismisses CGNP filing to keep Diablo Canyon open

According to ETO Insider, the Federal Energy Regulatory Commission this week dismissed a complaint filed in October 2020 from Californians for Green Nuclear Power (CGNP) against multiple agencies regarding the closing of Pacific Gas and Electric’s Diablo Canyon nuclear power plant.

In denying the complaint on technical grounds against the California Independent System Operator (CAISO), FERC said that CGNP had “not met its burden under Section 206 of the Federal Power Act.” The remaining complaints against North American Electric Reliability Corporation (NERC), Western Electricity Coordinating Council (WECC), the California Public Utilities Commission (CPUC), the California State Water Resources Control Board (CSWRCB), and California State Lands Commission (CSLC) were dismissed on the grounds that they “are not proper respondents.”

WSU students deliver nuclear safeguards designs for the NNSA

In a program sponsored by the National Nuclear Security Administration’s Office of Defense Nuclear Nonproliferation, teams of engineering students from Washington State University designed, built, and delivered prototype equipment to address challenges encountered by Pacific Northwest National Laboratory staff in research on nuclear safeguards.

As reported on March 11 by the NNSA, two teams of WSU students presented their projects to PNNL staff during an online meeting in December 2020. One team created physical training aids for safeguards courses to demonstrate two methods of nuclear fuel reprocessing. The other team developed an enrichment monitor mounting bracket that the International Atomic Energy Agency could use to help monitor uranium hexafluoride gas in enrichment facilities.

Shellenberger to Senate: Keep nuclear

In testimony last Thursday before the Senate Committee on Energy and Natural Resources, Michael Shellenberger, founder and president of Environmental Progress, called for maintaining the current U.S. fleet of nuclear power reactors. He argued that the premature closure of nuclear plants threatens the reliability, resiliency, and affordability of the nation’s electricity supply, as well as its ability to reduce carbon emissions.

Without state or federal action, 12 reactors will close by 2025, resulting in the loss of 10.5 GW of “highly reliable, low-cost, and low-carbon power,” Shellenberger noted in his written statement. He added, “If those nuclear plants are lost, grids may suffer from energy shortages during future heat waves or cold snaps.”

Fission gas monitoring tool developed for molten salt reactors

Advanced reactor development and testing could benefit from a Pacific Northwest National Laboratory innovation that combines remote, real-time monitoring of gaseous fission by-products with a software package designed with plant operators in mind, according to an article published online earlier this month.

The basics: “Real-time monitoring is a valuable tool, particularly in the development of next-generation reactors,” said Amanda Lines, a PNNL chemist. “This can help designers more efficiently and effectively design and test flow loops, mechanisms, or processes. Also, when they ultimately deploy their reactor systems, this gives operators a tool to better understand and control those processes.”

Texas A&M researchers develop new resilient alloy

Researchers at Texas A&M University have recently demonstrated the superior performance of a new oxide-dispersion-strengthened (ODS) alloy developed for use in both fission and fusion reactors.

Lin Shao, a professor in the university’s Department of Nuclear Engineering and an ANS member, worked alongside research scientists at Los Alamos National Laboratory and Hokkaido University to create the next generation of high-performance ODS alloys. So far, the researchers reported, the alloys are some of the strongest and best-developed metals in the field.

Details of the project were published in the February 2021 issue of the Journal of Nuclear Materials.

Canada’s net-zero pledge needs all-in commitment, says SNC-Lavalin

A new technical report from Montreal-based SNC-Lavalin finds Canada’s stated goal of net-zero carbon emissions by 2050 to be achievable but stresses the importance of immediate action and investment in all forms of low-carbon energy production, including nuclear, hydro, renewables, carbon capture and storage, and hydrogen.

According to the 100-page document, Engineering Net Zero, Canada needs to triple its power production levels over the next 30 years, as forecasts show demand growing from 500 TWh to 1,500 TWh.

Safety remains nuclear power’s greatest post-Fukushima challenge

As long as commercial nuclear power plants operate anywhere in the world, the authors of an article published this week on The Conversation believe it is critical for all nations to learn from what happened at Fukushima and continue doubling down on nuclear safety. But the authors, Kiyoshi Kurokawa and Najmedin Meshkati, say that a decade after the accident, the nuclear industry has yet to fully to address safety concerns that Fukushima exposed; the authors assign an “incomplete” grade to global nuclear safety.

In their article, Kurokawa and Meshkati write that the most urgent priority is developing tough, system-oriented nuclear safety standards, strong safety cultures, and much closer cooperation between countries and their independent regulators. They also believe that the International Atomic Energy Agency should urge its member states to find a balance between national sovereignty and international responsibility when it comes to operating nuclear power reactors in their territories.

Axios reviews “green” fuel options for commercial shipping

In an article published on March 5, Axios reviews the ways the world’s maritime companies are trying to decarbonize. The maritime industry, “from ferries to freighters—is trying to navigate a once-in-a-century transition away from fossil fuels to new, cleaner means of propulsion,” the article explains.

Emissions from shipping: The article notes that the world’s economy relies on international shipping, with more than 90 percent of global trade traveling via maritime vessels. The issue, though, is that “the vessels burn about 4 million barrels of oil a day, accounting for almost 3 percent of the world’s carbon emissions.” The article then cites a United Nations report from 2018 that sets greenhouse gas reduction targets of 50 percent by 2050 compared to 2008 levels.

Rep. Dan Crenshaw writes op-ed for The Hill in support of nuclear

In an opinion piece published last Friday in The Hill, Rep. Dan Crenshaw (R., Texas) says that the Biden administration should focus on nuclear power in order to provide clean and reliable power to the grid. Speaking from the recent experience of dealing with the polar vortex that greatly affected the Texas electric grid, Crenshaw said, “People all over the world are . . . demanding cleaner energy that reduces carbon emissions. The Biden administration believes we can do this by prioritizing solar and wind energy. They’re wrong.”

Crenshaw continued, “If the Texas grid was solely or even mostly reliant on renewables last month, our situation would be far more dire. So how do we achieve both a massive reduction in emissions while also maintaining reliable baseload energy? Nuclear.”

The Economist: Independent regulators needed for strong nuclear power

Nuclear power is an important component in the fight against climate change, but independent regulation is needed to gain the public’s---and governments'---trust, according to a March 6 article in The Economist, “Nuclear power must be well regulated, not ditched.”

The article reviews the negative effect that the Fukushima Daiichi accident had on the worldwide nuclear industry following the earthquake and tsunami in March 2011. Japan’s direct economic cost, estimated at more than $200 billion, was larger than that of any other natural disaster the world has seen, according to the article.

Energy Secretary calls for changes to Texas grid

Energy Secretary Jennifer Granholm on Wednesday during the CERAWeek energy conference commented that Texas should look beyond its borders to join other grids following last month's winter storm that left millions without power, according to an article from The Hill.

“It would be great for Texas to consider connecting ... to its neighbors,” she said. “I understand the go-it-alone sort of ethos, but there’s also an ethos of helping your neighbor too and I think connecting could benefit Texas in times of emergency, but it could also benefit Texas and the rest of the country in good times when Texas is generating all sorts of clean energy."

Hanford Site to restore wildland after grass fire

An aerial seeding project on the Hanford Site’s Gable Mountain will help restore lost habitat following a wildland fire in June of last year, according a March 3 announcement from the Department of Energy’s Richland Operations Office (RL). The wildfire burned more than 5,500 acres on the mountain at Hanford, in Washington state.

Outgoing DOE contractor Mission Support Alliance coordinated the effort to drop 75,000 pounds of native grass and shrub seed from a helicopter during the rainy winter season. The project will continue under the new contractor, Hanford Mission Integration Solutions. Biologists expect the seeds to germinate by spring.

“Remediating environmental damage from the Gable Mountain fire is a priority, and the use of harvested native seeds will offer the best chance at future restoration of this critical habitat,” said So Yon Bedlington, RL program manager.

Manchin voices strong support for nuclear energy

Speaking at a U.S. Senate committee meeting this week, Sen. Joe Manchin (D., W.V.) said that continuing support for nuclear energy would be essential in meeting the country’s goals of reducing the emissions that fuel climate change, according to the Politico Pro newsletter.

Details: Manchin, who heads the U.S. Senate Energy and Natural Resources Committee, was highly critical of anyone suggesting that climate change can be addressed without nuclear energy being in the mix.
