Energy Secretary Chris Wright has spent the past week courting members of Congress to approve his agency’s $53.9 billion discretionary budget request for fiscal year 2027. On Tuesday, Wright spoke before the U.S. Senate Energy and Natural Resources Committee. On April 15, Wright testified before the U.S. House Subcommittee on Energy & Water Development and Related Agencies. And on April 16, he testified before the House Energy and Commerce Subcommittee.

Sen. Mike Lee (R., Utah), chair of the Senate Committee on Energy and Natural Resources (ENR), has introduced a bill that would grant the Department of Energy greater authority over new nuclear projects under the federal agency’s oversight.

It has been 10 months since President Trump signed several executive orders that have reshaped the nuclear energy industry and set lofty goals for initiatives like the development and deployment of new nuclear technology.

One such initiative, the DOE’s Nuclear Reactor Pilot Program, calls for at least 3 of the 11 reactors in the program to achieve criticality by July 4, 2026. Some have questioned whether this target is feasible.

The U.S. Senate’s Environment and Public Works (EPW) Committee has recommended Douglas Weaver be reappointed to a full five-year term on the Nuclear Regulatory Commission after his current term expires on June 30.

The committee voted 15-4 in support of Weaver’s nomination on Wednesday, clearing the way for a final vote on the Senate floor. If the Senate votes to confirm Weaver, he would serve on the NRC through June 30, 2031.

Williams

Garrish

Theodore “Ted” Garrish is the Department of Energy’s assistant secretary for nuclear energy and Brandon Williams is the DOE’s undersecretary for nuclear security and administrator of the National Nuclear Security Administration following their confirmations yesterday by the U.S. Senate.

While awaiting confirmation, Garrish has been serving since January as senior advisor to Energy Secretary Chris Wright. He assumes the duties of NE-1 that Michael Goff has held as interim assistant secretary since Kathryn Huff stepped down from the NE-1 role in May 2024. The post of acting NNSA administrator has been held by Teresa Robbins since January 20; Jill Hruby held the post from 2021 to 2025.

The U.S. House of Representatives pulled an all-nighter this week to narrowly pass (by a vote of 215–214) a revised budget plan Thursday morning and send it to the Senate for a reconciliation vote of its own.

Nuclear advocates have been monitoring the latest language regarding tax credits that have been in place since 2021 to help drive deployment. Earlier versions of the bill called for phasing out the nuclear credits.

Garrish

A veteran nuclear leader with more than four decades of experience testified before a U.S. Senate committee on Wednesday as part of the nomination process to become the next NE-1, the Department of Energy’s assistant secretary for nuclear energy.

Theodore “Ted” Garrish appeared before the Senate Committee on Energy & Natural Resources to answer questions about how he would approach the position—which he last held from 1987 to 1989, during the Ronald Reagan administration.

Garrish told the committee he has dedicated his career to energy—especially nuclear energy—and has worked mostly in public service positions, including posts in the DOE and Office of International Affairs.

The committee will advance Garrish’s nomination to the full U.S. Senate for a final vote, but no timeline was laid out.

Johnston

John Bennett Johnston Jr., a moderate-to-conservative Democrat who served four terms in the U.S. Senate (1972–1997) and often advocated for the energy and infrastructure interests of his home state of Louisiana, passed away on March 25 at the age of 92. Johnston was a strong supporter of Louisiana’s oil and natural gas sectors and nuclear energy expansion.

Johnston was born on June 10, 1932, in Shreveport, La. He left Shreveport to attend the U.S. Military Academy at West Point and then Washington and Lee University in Virginia. He earned his juris doctorate in 1956 from Louisiana State University. From 1956 to 1959, he served as a first lieutenant in the U.S. Army’s Judge Advocate General (JAG) Corps.

Moran

The bipartisan Financing Our Futures Act, which expands certain financing tools to all types of energy resources and infrastructure projects, was reintroduced to the U.S. Senate on February 20 by Sens. Jerry Moran (R., Kan.) and Chris Coons (D., Del.).

Via amendment to the Internal Revenue Code, the legislation would allow advanced nuclear energy projects to form as master limited partnerships (MLPs), a tax structure currently available only to traditional energy projects.

An MLP is a business structure that is taxed as a partnership but the ownership interests of which are traded like corporate stock on a market. Until the Internal Revenue Code is amended, MLPs will continue to be available only to investors in energy portfolios for oil, natural gas, coal extraction, and pipeline projects that derive at least 90 percent of their income from these sources. This change would take effect on January 1, 2026.

Hanson

Nuclear Regulatory Commission chair Christopher Hanson was renominated today by a Senate vote of 81–17 for a five-year term expiring June 30, 2029.

Earlier, in May, the U.S. Senate Environment and Public Works Committee voted 18–1 to advance Hanson’s renomination to the NRC. Hanson has been a commissioner since 2020 and was named chair by President Biden in January 2021.

Hanson

The U.S. Senate Environment and Public Works Committee voted 18–1 yesterday to advance the renomination of Christopher T. Hanson as a member of the Nuclear Regulatory Commission. Hanson has been a commissioner since 2020, and was named chair by President Biden in January 2021. The full U.S. Senate will consider Hanson’s nomination later this month.

Voices of support: “Chair Hanson is a dedicated public [servant] who has thoughtfully and . . . skillfully led the [NRC] during his tenure as its chair. Throughout his time on the[NRC], he has demonstrated his commitment to ensuring the safety and the security of our nation’s use of nuclear energy,” said EPW committee chair Tom Carper (D., Del.) before the vote.

A bipartisan bill to ensure that U.S. universities are equipped to play a key role in supporting the deployment of advanced nuclear technology and applications has been passed by the House Committee on Science, Space, and Technology.

The National Nuclear University Research Infrastructure Reinvestment Act of 2021 (H.R. 4819) would boost investment in new and existing university nuclear science and engineering infrastructure, establish regional consortia to promote collaboration with industry and national laboratories, and support the development of advanced reactor technology and the workforce required for commercial advanced reactor deployment.

The American Nuclear Society was among 24 nuclear-related companies and organizations that signed a letter urging Senate sponsors of the American Nuclear Infrastructure Act (ANIA) to reintroduce and advance the legislation. The signees represent a broad range of nuclear supporters from the industrial, nonprofit, and advocacy sectors. The letter was sent to Sens. Shelley Moore Capito (R., W.Va.), Mike Crapo (R., Idaho), John Barrasso (R., Wyo.), Cory Booker (D., N.J.), and Sheldon Whitehouse (D., R.I.). Barrasso was the original sponsor of the bill, while Whitehouse, Crapo, and Booker were original cosponsors.
