Pb-210 used to track growing sedimentation in the Caribbean Sea

According to the International Atomic Energy Agency, between 750,000 and 1 million metric tons of sediments are discharged into the Caribbean Sea each year. The release of sedimentation into the world’s oceans, increasingly from human activities, degrades marine environments and jeopardizes regional fishing industries.

The IAEA is supporting Latin American and Caribbean countries in monitoring and analyzing the scope and scale of sedimentation in the region by providing training on the use of the lead radioisotope Pb-210 in the sampling, monitoring, and study of growing sedimentation in the Caribbean and its effects on marine life. That training has culminated in the publication of a study in the November 2020 issue of the Journal of Environmental Radioactivity, the agency announced on November 5.

Gordon-Hagerty resigns as NNSA administrator

Lisa E. Gordon-Hagerty has resigned as administrator of the National Nuclear Security Administration and undersecretary of energy for nuclear security, the Department of Energy announced on November 6. William Bookless, who had been serving as NNSA principal deputy administrator for the past year-and-a-half, was named as acting administrator. Bookless spent more than three decades as a senior physicist at Lawrence Livermore National Laboratory prior to joining the NNSA.

NRC seeks comments on language for proposed advanced reactor rulemaking

The Nuclear Regulatory Commission is requesting public input on preliminary language for a proposed rule that would set out a risk-informed, technology-inclusive framework for the licensing and regulation of advanced nuclear reactors, according to a notice published in the November 6 Federal Register.

The Nuclear Energy Innovation and Modernization Act, or NEIMA, signed into law in January 2019, tasked the agency with developing a regulatory infrastructure for the development and commercialization of advanced reactors.

SHINE announces first sale of medical Lu-177

Wisconsin-based SHINE Medical Technologies announced on November 4 that its Therapeutics division has made its first commercial sales of lutetium-177 to multiple customers. Lu-177 is a therapeutic isotope in demand by clinical trial sponsors because of its potential to treat a range of cancers.

SHINE said that its production process enables the company to produce the high specific activity, non-carrier-added Lu-177 that is required by today’s clinical trials. In the short term, SHINE will produce Lu-177 at Building One of the company’s Janesville campus while a larger facility is being constructed exclusively for the production of the radioisotope. Building One, which was completed in 2018, houses SHINE’s first integrated, full-size production system and is used to train staff and develop operating history with the equipment.

Groundbreaking for the larger facility is expected in November. According to SHINE, the new production facility will be able to scale to support the company’s anticipated Lu-177 demand for the next five years. It will be capable of producing more than 300,000 doses of Lu-177 per year, the company said.

TVA fined over employee protection violations

The Nuclear Regulatory Commission on October 29 imposed a civil penalty of $606,942 on the Tennessee Valley Authority for violating the agency’s rules involving employee protection, after proposing the fine and issuing four related violation notices in August.

Following investigations completed in October 2019 and January 2020, the NRC concluded that two former TVA employees had been subjected to reprisals for raising concerns regarding a chilled work environment.

In a November 4 Federal Register notice, the NRC notes that TVA responded to the proposed fine on September 23, denying all four violations and arguing (unsuccessfully) that “if the NRC continues to believe that the violations occurred, then at a minimum the NRC should reduce the severity level of the alleged violations and commensurately reduce the civil penalty.”

Solving Sellafield’s 4 Ds problem

Though robotics solutions have been used across many industries, for many purposes, Sellafield Ltd has begun to bring robotics to the U.K. nuclear industry to conduct tasks in extreme environments. The Sellafield site, in Cumbria, United Kingdom, contains historic waste storage silos and storage ponds, some of which started operations in the 1950s and contain some of the most hazardous intermediate--level waste in the United Kingdom. There is a pressing need to decommission these aging facilities as soon as possible, as some of them pose significant radiation risk.

John Wagner named INL director

John C. Wagner, ANS Fellow and member since 1991, has been named as the next director of Idaho National Laboratory, Battelle Energy Alliance (BEA) announced on Thursday. BEA manages and operates the laboratory for the Department of Energy.

Wagner will begin his new role on Dec. 11. He has been at INL since 2016 and has been an associate laboratory director for Nuclear Science and Technology since 2017.

Core Power thinks nuclear will make waves in commercial shipping

Core Power is a tiny startup that is bullish on the prospects for nuclear-powered ocean transportation. The company announced on November 2 that it is part of a team that has applied for a cost-shared award from the Department of Energy’s Advanced Reactor Demonstration Program (ARDP) to build a prototype molten salt reactor (MSR). Core Power believes that MSRs could be used for propulsion or electricity generation to decarbonize the world’s commercial shipping fleet.

Based in London, England, Core Power is the only non-U.S. member of the team, which includes TerraPower, Southern Company, and Orano USA. As a marine engineering firm, Core Power says that it offers its ARDP partners “access to pent-up demand from a market with real customers.” An announcement of ARDP “risk reduction for future demonstrations” award winners is expected in December.

New NNSA website helps in nuclear safeguards reporting

The National Nuclear Security Administration has launched RAINS—the Reporting Assistant for International Nuclear Safeguards website—intended to assist users with the requirements surrounding international nuclear safeguards.

Nuclear safeguards are designed to verify that all nuclear material declared by a nation-state is not diverted for non-peaceful uses; detect any misuse of declared facilities or locations outside facilities; and detect any undeclared nuclear material or activities in the nation-state.

Holtec steps up efforts for SMR design certification

Holtec International announced yesterday a drive to secure Nuclear Regulatory Commission design certification of the company’s SMR-160 small modular reactor on an accelerated schedule.

According to the announcement, Holtec met with NRC officials and staff on September 30 to present a licensing roadmap that charts what the company referred to as a “seamless progression from [10 CFR Part 50] to [10 CFR Part 52] and a licensing topical report submittal schedule to support an accelerated availability plan for our global customers.”

The first planned submittal, scheduled to occur within the next few weeks, is a topical report covering the SMR-160’s essential safety features: the Passive Core Cooling System (PCCS) and Passive Containment Heat Removal System (PCHR). These systems, Holtec said, “undergird the SMR’s guaranteed safety under the various operational occurrences and hypothetical accidents that may afflict the plant.”

The submittal also aims to demonstrate that the PCCS and PCHR comply with the NRC’s General Design Criteria (Part 50, Appendix A), “an important enabler to expedite licensing efforts,” according to Holtec.

Nuclear tech in space: What’s on the horizon?

NASA aims to develop nuclear technologies for two space applications: propulsion and surface power. Both can make planned NASA missions to the moon more agile and more ambitious, and both are being developed with future crewed missions to Mars in mind. Like advanced reactors here on Earth, space nuclear technologies have an accelerated timeline for deployment in this decade.

Space nuclear propulsion and extraterrestrial surface power are getting funding and attention. New industry solicitations are expected this month, and a range of proposed reactor technologies could meet NASA’s specifications for nuclear thermal propulsion (NTP). Nuclear electric propulsion could increase the feasibility of crewed missions to Mars with a shorter transit time, a broader launch window and more flexibility to abort missions, reduced astronaut exposure to space radiation and other hazards, expanded payload mass capabilities, and reduced cost.

Belarus’s first nuclear reactor connects to grid

Belarus on November 3 became the latest nation to begin generating electricity with nuclear energy when Unit 1 of the Belarusian nuclear plant was connected to the country’s power grid.

The Belarusian construction project, located in the Grodno region of Belarus, features twin 1,109-MWe pressurized water reactors, supplied by Rosatom, Russia’s state-owned nuclear energy corporation. The units are VVER-1200 Generation III+ designs, model AES 2006. Just last week, a VVER-1200 was connected to the Russian grid at the Leningrad plant.

The start-up program for Unit 1 began on August 7, when the first fuel assembly with fresh nuclear fuel was loaded into the reactor, according to a Rosatom press release. The reactor achieved first criticality on October 11.

Once fully completed, the plant is expected to supply approximately 18 billion kWh of low-carbon electricity to the Belarus national grid every year, Rosatom said.

GAO: Concerns persist on DOE Order 140.1

The Government Accountability Office (GAO) released a report on October 29 outlining potential issues regarding a 2018 Department of Energy order on how the department, the National Nuclear Security Administration, and their contractors interact with the Defense Nuclear Facilities Safety Board (DNFSB) and its staff. DNFSB is the independent agency responsible for ensuring that DOE facilities are protective of public health and safety.

According to the 81-page GAO report, provisions of DOE Order 140.1, issued in May 2018, restricted DNFSB’s access to information essential to its mission, and a subsequent revision of that order has not eliminated concerns that it would hinder DNFSB in carrying out its oversight responsibilities.

Fallout from Ohio’s H.B. 6 scandal reaches FirstEnergy C suite

Akron, Ohio-based FirstEnergy Corporation—former parent of Energy Harbor, the owner of Ohio’s Davis-Besse and Perry nuclear plants—announced on October 29 that it has fired its chief executive officer, Charles “Chuck” Jones, as well as its senior vice president of product development, marketing, and branding and its senior vice president of external affairs.

The actions, according to FirstEnergy, were prompted by an internal company review undertaken in response to the scandal surrounding H.B. 6—the now infamous legislation signed into law last year by Ohio Gov. Mike DeWine that includes subsidies for Davis-Besse and Perry and that is at the heart of an alleged multi-million dollar racketeering and corruption scheme aimed at guaranteeing its passage.

In the announcement, FirstEnergy said only that its review “determined that these executives violated certain FirstEnergy policies and its code of conduct.” Replacing Jones is Steven E. Strah, who had been the firm’s president.

Complaint filed with FERC to save Diablo Canyon from early closure

A nuclear advocacy group is asking the Federal Energy Regulatory Commission to review the approval by California regulators of the decision by Pacific Gas and Electric in 2016 to prematurely retire its Diablo Canyon plant—the Golden State’s only remaining operating nuclear power facility—in 2025.

On October 26, the nonprofit organization Californians for Green Nuclear Power Inc. (CGNP) filed a 32-page complaint with FERC in the matter, listing as respondents the North American Electric Reliability Corporation (NERC), Western Electricity Coordinating Council (WECC), California Independent System Operator (CAISO), California Public Utilities Commission (CPUC), California State Water Resources Control Board (CSWRCB), and California State Lands Commission (CSLC).

Versatility, leadership, and “the highest fast neutron flux in the history of ever”: Highlights from INL’s VTR webinar

The Versatile Test Reactor’s conceptual design was approved in September, and a draft environmental impact statement could be released within the week. The completion of more project milestones leading to operation in 2026, however, will depend on congressional appropriations. An expert panel described the need for a state-of-the-art test reactor and the value that the VTR could bring to the U.S. nuclear R&D community over its 60-year lifetime during a recent webinar—“Advanced U.S. Nuclear Research and Development: A Briefing and Discussion on the VTR”—hosted by Idaho National Laboratory.

Craig Piercy, ANS executive director/CEO, moderated the webinar, introducing a project update from VTR executive director Kemal Pasamehmetoglu and facilitating a Q&A session with representatives of the Nuclear Regulatory Commission, the Department of Energy, universities, reactor developers, and the Nuclear Innovation Alliance. “I think that the VTR represents part of a larger effort to modernize our infrastructure, develop a new set of technologies, and really preserve our global leadership in the field,” said Piercy. Read on to learn more about the promise the VTR holds for the nuclear community.

Robotics at Palo Verde

The Palo Verde Nuclear Generating Station, a three-unit pressurized water reactor plant operated by Arizona Public Service Company, has started using an inspection technology relatively new to the nuclear industry. The technology, called smart pigs (an acronym for “piping inline gauges”), has previously been employed by oil and gas companies for inspecting and cleaning underground pipes. After testing and analyzing smart pig products from several companies, Palo Verde’s underground piping consultant, Dan Wittas, selected a smart pig suitable for navigating the tight-radius bends in the plant’s spray pond piping. The spray pond system consists of piping, a pump, and a reservoir where hot water (from the Palo Verde plant) is cooled before reuse by pumping it through spray nozzles into the cooler air. Smart pigs work by using the water’s flow through the piping to move an inspection tool within the pipe itself. The technology replaces the previous method of pipe inspection, in which various relatively small sections of piping were unearthed and directly inspected, and were considered to be representative examples of the overall piping condition. In contrast, the smart pigs obtain corrosion levels for the length of piping traveled through and allow a corrosion baseline to be established.

Nuclear part of conversation at U.S.-India “2+2” talk

In New Delhi earlier this week, U.S. Secretary of State Mike Pompeo and Secretary of Defense Mark Esper joined their Indian counterparts, Minister of External Affairs Subrahmanyam Jaishankar and Minister of Defense Rajnath Singh, for the third U.S.-India 2+2 Ministerial Dialogue—a yearly confab focused on strengthening the strategic relationship between the two nations. (In February of this year, the White House elevated that relationship to Comprehensive Global Strategic Partnership status.)

The first 2+2 dialogue took place in New Delhi in September 2018, with a second held in Washington, D.C., in 2019. Washington is scheduled to host the fourth such meeting next year.

NRC gives nod to Watts Bar-2 power uprate

The Nuclear Regulatory Commission has approved a request from the Tennessee Valley Authority to increase the generating capacity of Unit 2 at the Watts Bar nuclear power plant by 1.4 percent, according to an October 27 press release from the agency. TVA submitted its application for the power uprate on October 10, 2019, and the NRC issued the required license amendment on October 21.

The power uprate, which TVA intends to implement by mid-December, will increase Unit 2’s generating capacity from approximately 1,223 MWe to 1,240 MWe.

“The NRC staff determined that TVA could safely increase the reactor’s output, primarily through more accurate means of measuring feedwater flow,” the press release stated, adding, “NRC staff also reviewed the TVA evaluations demonstrating that the plant’s design can safely handle the increased power level.”

New unit delivers first electricity to Russian grid

Rosenergoatom, the electric power division of Russia’s state-owned nuclear power corporation Rosatom, announced on October 23 that Leningrad II-2 has been connected to the grid. The unit is one of two Generation III+ VVER-1200 pressurized water reactors at the Leningrad nuclear plant.

The reactor will replace Leningrad I-2, a 925-MWe RBMK-1000 light-water–cooled graphite-moderated reactor that will permanently cease operation at the end of 2020 after 45 years of service. Fuel loading at Leningrad II-2 began in July, and initial criticality was achieved in August. Following the trial operation, the unit will be shut down for an additional equipment inspection by a state commission before being put into commercial operation early next year, according to Rosenergoatom.
