During a tour last week of the Tennessee Valley Authority’s two-unit Watts Bar nuclear power plant in Tennessee, Gov. Bill Lee said, "Nuclear energy is so important not only because it is an important part of TVA's power generation but also because of the value that clean energy via nuclear energy can have for sustainability in this country,” according to an article in the Chattanooga Times Free Press.

Lee added that he would support TVA’s plans if it decided to build small modular reactors.

A new bill in the Indiana state Senate creates guidelines for state regulators to consider small modular reactors should utilities want to build them. Senate Bill 271 was sponsored by Sen. Eric Koch (R., Bedford), chair of the Senate Utilities Committee, and Sen. Blake Doriot (R., Goshen). Supporters of the bill said that SMRs could replace retiring coal plants and would supplement renewables.

The Indy Star reported on January 24 that the utilities committee passed the bill by a vote of eight to two and that it now heads to the full Senate.

The Intergovernmental Panel on Climate Change (IPCC)—the United Nations body established to assess the science related to climate change—is offering experts an opportunity to review the draft version of its Sixth Assessment Synthesis Report.

IPCC assessment reports are published every six to seven years. The Fifth Assessment Report, completed in 2014, provided the main scientific input to the 2015 Paris Agreement.

Interested experts can register for participation in the review here. Registration is open through March 13. The review period ends on March 20.

Despite last year’s announcement from EDF Energy that the startup of Unit 1 at Hinkley Point C would likely be delayed (from late 2025 to June 2026), current progress at the site is receiving praise from the U.K. government.

On January 13, Kwasi Kwarteng, secretary of state for business, energy, and industrial strategy, and Helen Whately, exchequer secretary of the treasury, toured the nuclear new-build project, accompanied by Jean Bernard Lévy, EDF’s chairman and chief executive.

The International Energy Agency’s newly published in-depth review of Canada’s energy policies, the first since 2015, urges the nation’s government to take more action in support of nuclear energy.

The 261-page report, Canada 2022 Energy Policy Review, released on January 13, features a 17-page section devoted to nuclear that includes four specific recommendations for Canada’s federal government:

The Nuclear Regulatory Commission’s announcement earlier this month that it was denying Oklo Power’s license application to build and operate its Aurora microreactor in Idaho caught a lot of people by surprise, not the least of whom were the people at Oklo.

France’s Flamanville-3 project, plagued by schedule setbacks and cost overruns for well over a decade (construction of the unit commenced in December 2007), will be delayed a bit longer and cost a bit more.

Électricité de France announced yesterday that fuel loading at the 1,600-MWe EPR has been pushed back from the end of this year to the second quarter of 2023. The delay increases the project’s cost at completion from €12.4 billion (about $14.2 billion) to €12.7 billion (about $14.5 billion), more than four times the initial estimate of €3.3 billion, according to EDF.

Over the past couple of months, the nuclear community has participated in a grassroots effort to save the Diablo Canyon nuclear power plant from premature closure—and it appears to be having an effect. The growing support for keeping Diablo Canyon open is seen in editorials, an academic study from Stanford/MIT, and a grassroots rally held in December 2021 to show support for keeping Diablo Canyon operating.

Foratom, the Brussels-based trade association for the European nuclear industry, wrote a letter yesterday to the European Commission welcoming the EC’s recent proposal to include nuclear in the EU taxonomy (under certain conditions), but also offering some suggestions for the proposal’s improvement.

The taxonomy is the European Union’s classification system for directing investments toward environmentally sustainable economic projects. On December 31, the EC’s nuclear-inclusive proposal was sent to expert panels from EU member states, with a response deadline of today. At a news briefing yesterday, however, an EC spokesperson announced an extended deadline of January 21.

In a wide-ranging “program statement” laying out its policy priorities, the Czech Republic’s new, center-right government has endorsed nuclear energy and renewables and called for power generation from coal to be phased out by 2033.

The final version of the statement was released on January 7 by the five-party coalition government, sworn into office last month and led by Prime Minister Petr Fiala, head of the Civic Democratic Party.

The Hunterston B nuclear power plant has ended its nearly 46 years of zero-carbon electricity generation for Scotland with the shutdown of Unit B2. The 495-MWe advanced gas-cooled reactor (AGR), which began commercial operation in March 1977, was taken off line on January 7. The station’s companion unit, the 490-MWe AGR B1, was shut down last November.

Under an agreement with the U.K. government signed on June 23, 2021, EDF Energy, owner and operator of Britain’s power reactor fleet, is responsible for defueling all seven of the U.K.’s AGR nuclear stations over this decade. (The agreement does not include Sizewell B, which houses a 1,098-MWe pressurized water reactor slated to continue operating until at least 2035, or Hinkley Point C, which is currently under construction.) EDF expects the defueling of the AGR facilities to take from three-and-a-half to five years.

Scheduled to follow Hunterston B into the defueling phase by July of this year is the two-unit Hinkley Point B plant in Somerset, England.

A Montana citizens group has failed in its effort to repeal H.B. 273, a recently enacted law that transfers the power to authorize the construction of nuclear power facilities in the state from the public, via referendum, to the legislature. H.B. 273 was signed by Montana governor Greg Gianforte last year, overturning the Montana Empowering Voters to Approve Proposed Nuclear Facilities Initiative, which had been on the books since 1978.

The Nuclear Regulatory Commission has denied “without prejudice” Oklo Power’s application to build and operate its Aurora microreactor in Idaho, the agency announced yesterday. The denial, according to the NRC, is due to the California-based firm’s failure to provide sufficient information on several crucial topics regarding the Aurora design.

A location in northern Poland near the Baltic coast, Lubiatowo-Kopalino, has been selected as the preferred site for the nation’s first nuclear power plant, winning out over nearby Żarnowiec, Polskie Elektrownie Jadrowe (PEJ) announced recently. The site is approximately 40 miles northwest of Gdansk, the capital of Poland’s Pomeranian province.

The Nuclear Regulatory Commission’s Advisory Committee on Reactor Safeguards has elected Joy Rempe as chair, Walter Kirchner as vice chair, and David Petti as member-at-large. All three are ANS members.

“I am honored that my colleagues on the ACRS elected me to this position,” said Rempe, of Rempe and Associates. “The leadership team looks forward to ensuring that the ACRS continues its tradition of providing the commission advice on safety issues.”

Bios: Rempe has more than 35 years of experience in the areas of reactor safety and instrumentation performance. Prior to retiring as a Laboratory Fellow at Idaho National Laboratory, she founded an instrumentation development and deployment laboratory, which supported irradiation testing in U.S. and international facilities.

Throughout the history of commercial nuclear power plant operations, there have been events that changed the industry. The incidents at Three Mile Island and Fukushima brought about great advancements in how nuclear plants are operated, including additional safety measures and supplemental training on how to prevent such events. Looking forward, the commercial nuclear industry is poised for a similar transformative change: one motivated by financial viability.

The Department of Energy recently announced the establishment of a new office aimed at supporting clean energy technology demonstration projects in areas such as advanced nuclear reactors, clean hydrogen, carbon capture, and grid-scale energy storage.

A creation of the $1.2 trillion infrastructure bill signed into law by President Biden last November, the Office of Clean Energy Demonstrations boasts a $21.5 billion budget, including $2.4 billion for the Advanced Reactor Demonstration Program.

France and other pronuclear European Union members appear to be winning the argument with their antinuclear neighbors—Germany, most prominently—regarding whether to add nuclear energy to the EU taxonomy, the classification system used to direct investments toward environmentally sustainable economic projects.

On January 1, the European Commission released a 60-page draft proposal that includes nuclear and natural gas in the taxonomy. Also, in a related press release, the EC said that it has begun consultations with EU members “on a draft text of a Taxonomy Complementary Delegated Act covering certain gas and nuclear activities.”

The 2021 ANS Winter Meeting included an executive session on advanced reactor licensing, featuring the leaders of four of the top advanced reactor companies: Mike Laufer, chief executive officer of Kairos Power; Jake DeWitte, CEO of Oklo; Simon Irish, CEO of Terrestrial Energy; and Harlan Bowers, president of X-energy.
