NASA has appointed ANS member Bhavya Lal as the space agency's acting chief of staff. She served as a member of the Biden Presidential Transition Agency Review Team for the agency, NASA said.

ANS contribution: Lal cofounded and is cochair of the policy track of the ANS annual conference on Nuclear and Emerging Technologies in Space (NETS). She has contributed as an author and guest editor for the upcoming NETS 2020 special issue of ANS technical journal Nuclear Technology.

In addition, she helps organize a seminar series on space history and policy with the Smithsonian National Air and Space Museum.

A preliminary study conducted by the nuclear waste storage and disposal startup company Deep Isolation found that Estonia’s geology is capable of safely hosting a deep horizontal borehole repository for radioactive waste from advanced nuclear reactors.

The study, commissioned by advanced reactor deployment company Fermi Energia, found no fundamental geologic limitations to disposing of nuclear waste in deep horizontal boreholes, according to Deep Isolation. In addition, the study noted that a wide range of locations could be demonstrated to comply with International Atomic Energy Agency regulations for geologic disposal.

The findings: Results of the study, which was conducted in collaboration with Estonian geologic and drilling company Engineering Bureau STEIGER, will be presented as part of Fermi Energia’s one-day conference on small modular reactors, "New Generation Nuclear Energy in Estonia," on February 9. Registration for the event is available online.

A recent article from Deseret News looks at the stark reality of hazardous waste piling up from the green energy revolution. The lengthy article, "The dark side of ‘green energy’ and its threat to the nation’s environment," was written by News reporter Amy Joi O’Donoghue and is based on an Environmental Protection Agency briefing from the Trump administration. The briefing, issued in January, outlines the difficulties the United States will face in recycling and safely disposing of the materials used for green energy technologies.

Green energy’s looming waste problem: While the current fervor around the globe is to decarbonize as quickly as possible using wind and solar, the energy industry has yet to fully tackle the long-term waste stream for these systems. Many supporters think that renewable energy equals no waste, when in reality all energy-producing technologies produce waste that should be managed responsibly. That includes solar panels and wind turbines, which have their own environmental hazards such as toxic metals, oil, fiberglass, and other materials. Andrew Wheeler, EPA administrator at the time, said, “Without a strategy for their end-of-life management, so-called green technologies like solar panels, electric vehicle batteries, and windmills will ultimately place [an] unintended burden on our planet and economy.”

Korsnick

Nuclear Energy Institute president and chief executive officer Maria Korsnick struck a decidedly optimistic tone last week in remarks on nuclear’s future delivered at the United States Energy Association’s 17th annual State of the Energy Industry Forum.

"In 2020, nuclear energy was highlighted in both House and Senate climate reports," she noted. "Congress significantly increased appropriations to accelerate research and development of new nuclear technologies. And we’ve seen the introduction of bipartisan legislation that recognizes nuclear’s contributions to today’s economy and our clean energy future.”

The World Institute for Nuclear Security (WINS) and Thailand’s Office of Atoms for Peace (OAP) have signed a memorandum of understanding, WINS announced last week. WINS is a nongovernmental organization based in Vienna that works with the International Atomic Energy Agency on nuclear security–related issues. OAP is Thailand's nuclear regulatory body.

Centered on security: Under the MOU, WINS is supporting the establishment and operation of an IAEA nuclear security support center at OAP. The main functions of the center will include human resource development, technical support services for nuclear security equipment lifecycle management, and scientific support services for the provision of nuclear security expertise, analysis, and research and development, according to the IAEA.

A key aspect of the OAP project will be to support the development of Thailand’s national nuclear security training strategy, as well as to provide professional development activities to Thai nuclear stakeholders, WINS said. The project is funded by Global Affairs Canada’s Weapons Threat Reduction Program.

The impact of COVID-19 has placed a sharp focus on not only the importance of keeping key personnel safe but also how to better manage risk with fewer resources on site, writes Ola Bäckström, a product manager for risk at Lloyd’s Register, for Power magazine.

One unexpected result is the acceleration of interest in digitization initiatives. Ten years of digital innovation since the Fukushima accident in March 2011 have brought new ways of modeling and managing risk, and new solutions have been brought to market that are allowing for the safe operation of nuclear power plants.

The digitalization of plant designs is one area of risk assessment that can now be completed automatically. The latest technologies consider more than just schematics and equations, much to the benefit of this new era of nuclear. For instance, digital data combined with international best practices, site-specific data, and an engineer’s own experience can provide a deeper level of insight and analysis than ever before—and faster. Bäckström adds that not just new projects but aging assets can also benefit from digitalization. As more data are input, risk managers can run more accurate simulations and better model existing plants.

Unit 5 at the Fuqing nuclear plant in China’s Fujian Province has entered commercial operation, becoming the world’s first Hualong One reactor to do so, China National Nuclear Corporation (CNNC) announced on January 30.

The unit was connected to the power grid in late November of last year, after having achieved initial criticality the previous month.

Also known as the HPR1000, the Hualong One is a Chinese-designed and -developed 1,000-MWe Generation III pressurized water reactor, incorporating design elements of CNNC’s ACP1000 and China General Nuclear’s ACPR1000+ reactors.

There’s more: Fuqing-5’s twin HPR1000, Fuqing-6, is scheduled for commercial startup later this year. In addition, CNNC is building two Hualong One reactors at the Zhangzhou site in Fujian Province (construction of Unit 1 began in October 2019, while Unit 2’s construction commenced last September) and one at Taipingling in Guangdong Province, with another planned for the site.

Also, China General Nuclear is building two Hualong One reactors (Units 3 and 4) at its Fangchenggang plant in Guangxi Province (2022 planned startup), while two CNNC units are under construction at Pakistan’s Karachi plant (commercial start dates of 2021 and 2022).

In a story published last week, the International Atomic Energy Agency described a partnership with the Food and Agriculture Organization of the United Nations working with local experts in Pakistan to develop and introduce new varieties of cotton that are more resilient and better adapted to the increasingly negative effects of climate change. The new varieties are developed through mutation breeding techniques, wherein seeds, cuttings, or tissue-culture material is exposed to radiation or other mutagen sources, like an X-ray or gamma ray source.

The American Nuclear Society is urging the National Nuclear Security Administration to rethink its “dilute-and-dispose” plan for managing surplus weapons-grade plutonium. In comments submitted to the NNSA, ANS notes that a better solution for the agency’s inventory of surplus plutonium is to convert it to nuclear fuel for advanced reactors, as was originally intended.

The comments are in response to a December 16 Federal Register notice by the NNSA that it intends to prepare an environmental impact statement on the scope of its Surplus Plutonium Disposition Program. According to the notice, the NNSA intends to dispose of the entire 34 metric tons of surplus plutonium using its dilute-and-dispose approach, whereby the material will be downblended and shipped as transuranic waste to the Department of Energy’s Waste Isolation Pilot Plant (WIPP) in New Mexico.

Under the Plutonium Management and Disposition Agreement, signed by the United States and Russia in 2000, the 34 tons of plutonium was to be converted to mixed-oxide nuclear fuel using the MOX Fuel Fabrication Facility at the Savannah River Site, in South Carolina. However, the Obama administration, citing rising costs, halted construction on the facility in 2016, and the project was eventually canceled in 2019.

A new report out of Columbia University’s Center on Global Energy Policy (CGEP) offers a number of recommendations for improving the management of spent nuclear fuel and high-level radioactive waste in the United States.

The report, Forging a Path Forward on U.S. Nuclear Waste Management: Options for Policy Makers, explains how the United States reached its current stalemate over nuclear waste disposal. It then examines productive approaches in other countries, and a few domestic ones, that could guide policymakers through options for improving the prospects for finding a disposal path for U.S. spent fuel and HLW.

Part of the center’s wider work on nuclear energy, the report echoes previous recommendations for U.S. spent fuel and HLW management, such as the use of a consent-based siting process and the formation of an independent waste management organization, both of which were recommended in the Blue Ribbon Commission’s 2012 report to the Secretary of Energy and Stanford University’s 2018 report, Reset of U.S. Nuclear Waste Management Strategy and Policy.

The loosely connected plug keeping the United Kingdom’s Wylfa Newydd nuclear new-build project alive has been officially pulled.

Horizon Nuclear Power, the Hitachi subsidiary that remained involved in the project following its parent company’s pullout in September 2020, has formally withdrawn its application for a development consent order (DCO) regarding the proposed nuclear plant. (DCOs are required for large infrastructure projects in the United Kingdom to move forward.) The facility was to be sited adjacent to the decommissioned Wylfa reactors, on the island of Anglesey, off the northwest coast of Wales.

A decision on the DCO application, under review by the U.K. Planning Inspectorate since 2018, was expected by April 30, after a series of successful requests for extensions from Duncan Hawthorne, Horizon’s chief executive officer, who had cited “discussions with third parties that have expressed an interest in progressing with the development” of Wylfa Newydd.

Fusion energy is no longer a far-off goal. It is now routinely achieved at laboratory scale but requires more energy to control the fusion reaction than the fusion reaction has released.

The path to viable fusion power from a magnetically confined plasma source requires the creation of a burning plasma, whereby the primary heating source comes from the fusion reaction itself.

To begin to consider the economic viability of a fusion power plant, the reaction must have a significant energy gain, or “Q” factor (the ratio of output power to input heating power), in a reaction that is sustained over a time frame of minutes or hours.

Construction has begun on an international experiment—the ITER tokamak—that aims to achieve a sustained reaction, and numerous privately funded smaller experiments have the potential to move forward toward this goal.

An International Atomic Energy Agency nuclear security e-learning program is celebrating its 10 years of existence by marking a milestone with nearly 22,000 course completions by nuclear operators, regulators, policy professionals, academics, and students from 170 countries

The IAEA launched the first nuclear security e-learning course, "Use of Radiation Detection Instruments for Front Line Officers," in 2010. Since then, the agency has developed a suite of 17 nuclear security e-learning courses, which are available online at no cost.

The courses include:

• Overview of nuclear security threats and risks
• Physical protection
• Insider threat and information
• Computer security
• Other areas of nuclear security

The online courses combine self-paced e-learning with virtual and face-to-face classroom learning. They are frequently prerequisites to instructor-led and classroom-based nuclear security education, training, and capacity building activities, according to the IAEA.

The fusion community is reaching a "Kitty Hawk moment" as early as 2025, according to the Popular Mechanics story, "Jeff Bezos Is Backing an Ancient Kind of Nuclear Fusion."

That moment will come from magnetized target fusion (MTF), the January 25 story notes, a technology that dates back to the 1970s when the U.S. Naval Research Laboratory first proposed it. Now, however, MTF’s proponents say that the technology is bearing down to reach the commercial power market. The question is, Will it be viable before the competing fusion model of tokamaks, such as ITER, start operations?

A Nuclear Regulatory Commission Atomic Safety and Licensing Board will conduct an “oral argument” via WebEx early next month regarding a petition to hold a hearing on North Anna’s subsequent license renewal (SLR) application, the agency announced yesterday.

ASLBs conduct adjudicatory hearings on major licensing actions by the NRC. Their rulings may be appealed to the commission.

The SLR application, submitted by Dominion Energy last August, was docketed by the NRC in October. The petition objecting to it was filed in December by three antinuclear organizations—Beyond Nuclear, Sierra Club, and Alliance for Progressive Virginia.

On February 4, beginning at 2 p.m. Eastern time, the ASLB will address a rule waiver request from the groups, as well as the admissibility of their proposed contention. The board will entertain comments from representatives for the petitioners, Dominion, and NRC staff.

Budil

Kim Budil has been named director of Lawrence Livermore National Laboratory. The announcement was made to laboratory employees today by Charlene Zettel, chair of Lawrence Livermore National Security (LLNS), which manages the laboratory for the Department of Energy's National Nuclear Security Administration.

Budil will begin her new role on March 2.

Details: Budil is the 13th director of LLNL since it was established in 1952 and its first woman director. She will also serve as president of LLNS, replacing Bill Goldstein, who announced his plans to step down last July, pending the successful search for his successor.

Jennifer Granholm, President Joe Biden’s nominee for energy secretary, told a Congressional panel that the administration disapproves of Yucca Mountain as the country’s nuclear waste repository, preferring a consent-based strategy as proposed by President Barack Obama’s Blue Ribbon Commission on America’s Nuclear Future.

“The administration opposes the use of Yucca Mountain for the storage of nuclear waste,” Granholm told Sen. Catherine Cortez Masto (D., Nev.), during a confirmation hearing before the Senate Energy and Natural Resources Committee on January 27.

Granholm, a Democrat, served two terms as Michigan governor from 2003 to 2011. According to reports, Granholm was twice considered a candidate to be energy secretary under President Obama, but ultimately was not picked.

The Canadian Nuclear Association (CNA) and the European Atomic Forum (FORATOM) have signed a memorandum of understanding to collaborate in the promotion of advanced nuclear technologies. The agreement, announced on January 27, aims to boost the organizations’ efforts to advance the development, application, and deployment of nuclear energy to meet climate change goals, according to the announcement.

The Department of Energy’s Oak Ridge Office of Environmental Management and its contractor UCOR have found a way to reuse instead of dispose of mercury collected from a cleanup project at the Y-12 National Security Complex, near Oak Ridge National Laboratory in Tennessee. “This questioning attitude and innovative thinking by our workforce is a major contributor to how our program is able to accomplish its projects under budget and ahead of schedule on a consistent basis,” said OREM manager Jay Mullis.

The DOE is conducting a number of projects to address mercury contamination—the most significant environmental risk is at Y-12, according to the agency. The work includes the cleanout and removal of equipment at Y-12's Alpha-4, a building that was used initially for uranium separation in 1944 and 1945. Ten years later, the building started being used for lithium separation, a process that required large amounts of mercury and involved column exchange (COLEX) equipment. Over the years, a significant amount of mercury from the process leached into the equipment, buildings, and surrounding soils.

The unfortunate effects of the COVID-19 pandemic on nuclear new-build projects haven’t stopped with Vogtle: EDF Energy this morning reported that the expected startup date for Unit 1 at its Hinkley Point C site is being pushed from late 2025 to June 2026.

In addition, the project’s completion costs are now estimated to be in the range of £22 billion to £23 billion (about $30.2 billion to $31.5 billion), some £500 million (about $686 million) more than the 2019 estimate, EDF said, adding the caveat that these revisions assume an ability to begin a return to normal site conditions by the second quarter of 2021.
