In June of last year, New York Gov. Kathy Hochul called on the New York Power Authority—the state's public power utility—to add at least 1 GW of new capacity to the electrical grid through the construction of an advanced nuclear power plant in upstate New York to support the state’s decarbonization goals.

It was good news for the nuclear community, to be sure, but in Hochul's State of the State address in Albany earlier this week, she made that objective sound almost unambitious.

As 2025 winds down, it seems nuclear energy in the U.S. is now well on its way toward a renaissance, or resurgence, or whatever optimistic term you may use in your daily conversations.

New reactor designs, projects, and partnerships are being announced on a near-weekly basis; valuations of publicly traded nuclear companies are hovering near all-time highs; and AI’s thirst for reliable, clean electricity remains largely unquenched. The overall investment climate for nuclear energy has thawed dramatically. These days, it seems everyone from big Wall Street banks to individual investors is trying to get a piece of the nuclear action.

It’s the perfect time to talk about failure.

Yes, I know “nuclear failure” is not a topic on which we in the nuclear community like to dwell. For those of a certain age, it brings back bad memories of events beyond our control that shifted the trajectory of companies, careers, and lives for decades.

For 25 years, I’ve worked across technical industries on three continents, from defense and aviation to energy and nuclear. The core of my work has always been the same: building teams to meet complex missions. But I’ve never seen anything like the challenge and opportunity we now face in nuclear.

Quadrupling U.S. nuclear capacity by 2050 is the mission. But we can’t get there by technology alone—the future will be built by people. And if we don’t think carefully about who we’re bringing in, and how, the mission will fail.

I’ve worked with global leadership and first-time apprentices. I’ve led recruitment where talent was scarce and urgency high. The biggest barrier I’ve seen is a lack of imagination in how we design the path.

For the past few years, I have been conducting a thoroughly unscientific, one-question poll of nuclear utility and supplier CEOs and senior executives: “What keeps you up at night?” The number one answer is—and has been from the beginning—“Workforce.”

The ongoing shortage of skilled labor—welders, pipefitters, electricians, and the like—almost always gets top billing in nuclear workforce discussions. In April 2025, the U.S. had an eye-popping 600,000 unfilled positions in the construction and manufacturing sectors. This consistent supply gap feeds a continuing talent war that has pushed craft wages up 20 percent since the end of the COVID pandemic, straining project budgets and profit margins alike.

Perhaps the most underappreciated gap in the nuclear workforce is professional and business services. It is the second-largest employment category in the nuclear industry, according to the Department of Energy’s 2024 U.S. Energy & Employment Report.

The last time the American Nuclear Society Board of Directors approved a strategic plan was back in 2018 under the direction of past president Bob Coward. Realizing a lot has changed with both ANS and the wider nuclear community, the current Board of Directors decided it was time to give our strategic plan a fresh look. Following the November 2024 ANS Conference, the Board has undertaken a comprehensive strategic planning process to align the Society’s direction with the realities of the rapidly changing energy and technology landscape.

This year's ANS Conference on Nuclear Training and Education (CONTE), held in early February, tackled emerging approaches to nuclear skills and the workforce. How do we attract, retain, and qualify our future professionals? What technologies will enhance teaching and assessment methods?

In 2024, the Department of Energy called the following developments “wins for nuclear energy”:

• Vogtle-4 had its commercial start.
• The ADVANCE Act to accelerate deployment of advanced reactors.
• Reactor recommissioning announcements and collaborations with tech companies.
• Growing our domestic nuclear fuel supply chain and expanding domestic capacity by 200 GW.
• Demonstration projects such as Natrium, Project Pele, and Hermes.

The Southeast Nuclear Council, an initiative of regional trade association E4 Carolinas, is holding a webinar from 9:00 to 10:00 a.m. (EDT) on May 23 on nuclear energy workforce development in the southeast United States.

Registration is required for the event.

The U.S. Embassy in Ghana last week announced $1.75 million to support establishing the West African nation as a small modular reactor regional training hub and center of excellence for the sub-Saharan African region.

The project is backed by the Foundational Infrastructure for Responsible Use of Small Modular Reactor Technology (FIRST) capacity-building program, in which Ghana has participated since 2022.

The American Nuclear Society Diversity and Inclusion in ANS Committee hosted a webinar this summer on the impact of national, state, and local policies on the nuclear workforce. The event addressed the question of how the nuclear sector can become a more supportive work environment and accommodate aspects like identity or disability that make us different and human.

The webinar, DIA Roundtable: The Impact of National, State, and Local Policies on the Nuclear Workforce, is open to all users.

North Carolina State University was finally able to host the ANS Student Conference, April 8 to 10. After the 2020 event was canceled due to the global coronavirus pandemic, the 2021 version is being held virtually for the first time.

Happy spring to you, my nuclear comrades. As I write this column (in early March), I’m glancing out the window at the 10 inches of snow still remaining in my backyard. By the time you read this, the snow may be gone, and spring flowers may be poking out of the earth. Every year, I look forward to gardening season, which is short but fun in Idaho.

Over the past year, unfortunately, many of the things we looked forward to didn’t happen. Hardest hit, of course, were the people who fell ill with COVID-­19 and those who lost jobs. But in the “disappointed” category, our students were especially vulnerable. Elementary school students, who most need face-­to-­face contact with their teachers, were isolated at home. Adolescents and teens had no dances, football games, or lunchtimes with their friends. High school and college seniors couldn’t celebrate graduation. University freshmen, who already cope with significant change and stress, added to their agendas the threat of a global pandemic and the complication of distance learning.

The European Union’s education and training policy must do more to ensure that the nuclear sector has a sufficient number of people with the right skills, according Nuclear: Investing in a Competent Workforce for the Benefit of Society, a new position paper from Foratom. The Brussels-based Foratom is the trade association for the nuclear energy industry in Europe.

Stressing the vital roles that nuclear plays in low-carbon power generation and medical diagnosis and treatment, Foratom warns of a growing skills shortage, stemming in part from the significant portion of the nuclear workforce approaching retirement age.

In addition, the report states that “adapting to digitalization and automatization (which are important skill shifts for the decommissioning sector, as well as for new build) will be a challenge faced by the industry. This will require the reskilling and upskilling of workers, as well as ensuring an adequate transfer of knowledge between generations through apprenticeship schemes, for instance.”
