White House official talks strategy for securing civilian radioactive materials

The Biden administration on March 2 announced a new strategy to remove and secure certain highly radioactive materials that are used in hospitals and other civilian commercial facilities as a measure to prevent such materials from being acquired by terrorists for making “dirty bombs” or other weapons. Elizabeth Sherwood-Randall, White House assistant to the president for Homeland Security, shared the details of the National Security Memorandum to Counter Weapons of Mass Destruction Terrorism and Advance Nuclear and Radioactive Material Security (NSM19) later that same day in a discussion at the Nuclear Threat Initiative (NTI) global security organization in Washington, D.C., according to a report in the New York Times.

National strategy: Biden’s newly signed NSM 19 “integrates, in a systematic way, U.S. policies to counter the use of chemical, biological, radiological, and nuclear weapons by non-state actors; sets out unified priorities for Departments and Agencies across the Federal government; and affirms the Biden-Harris Administration’s commitment to work with state, local, tribal, international, and private sector partners on preventing, mitigating, and responding to WMD terrorism threats.”

National labs targeted in Russia-based phishing scheme, Reuters reports

Reuters broke an “exclusive” story on January 6 that, “according to Internet records reviewed by Reuters and five cyber security experts, a Russian hacking team known as Cold River targeted three Department of Energy laboratoriesArgonne, Brookhaven, and Lawrence Livermore—with a phishing scheme in the summer of 2022.

It’s official: Early in the morning on December 5 at Lawrence Livermore National Laboratory’s National Ignition Facility (NIF), the laser-triggered implosion of a meticulously engineered capsule of deuterium and tritium about the size of a peppercorn yielded, for the first time on Earth, more energy from a fusion reaction than was delivered to the capsule. The input of 2.05 megajoules (MJ) to the target heated the diamond-shelled, spherical capsule to over 3 million degrees Celsius and yielded 3.15 MJ of fusion energy output. The achievement was announced earlier today by officials and scientists representing the Department of Energy and its National Nuclear Security Administration, the White House, and LLNL during a livestreamed event.

An article written by national security experts Thomas Graham Jr. and Richard W. Mies, published online in The National Interest on August 3, argues that a recent move by the House Appropriations Committee to zero out the budget for the Versatile Test Reactor “has grave ramifications for U.S. national security and the fight against climate change.” Funding and building the VTR would present an opportunity for the United States to regain its leadership role in nuclear reactor designs and fuel, Graham and Mies assert.

Former ambassador Graham is chairman of the board of Lightbridge Corporation and former general counsel and acting director of the U.S. Arms Control and Disarmament Agency. Retired admiral Mies served as the fourth commander in chief of U.S. Strategic Command. Graham and Mies serve as cochairs of the Atlantic Council’s Nuclear Energy and National Security Coalition. Researchers share their cutting-edge work in AI for national security

Within the National Nuclear Security Administration, the Office of Defense Nuclear Nonproliferation Research and Development (DNN R&D) is leading efforts to drive advances in artificial intelligence and accelerate the adoption of AI-enabled technologies to solve nuclear nonproliferation and national security challenges.

The goal is to incorporate AI into advanced techniques for detecting nuclear weapons and materials. According to the NNSA, these detection capabilities support the nuclear nonproliferation and arms control goals of the United States, while also driving the development of new capabilities.

The 2020 ANS Virtual Winter Meeting opened on November 16 with a plenary session moderated by ANS President Mary Lou Dunzik-Gougar and more than 700 people in attendance. The opening plenary session was followed by nearly 40 panel and technical sessions. Recordings of all the sessions are posted on the meeting platform and can be view by all registered attendees at any time.

Two sessions held in the afternoon of opening day were centered around the 50th anniversary of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Both sessions featured distinguished experts on the NPT to discuss its successes, challenges, future, and the role of the United States in international nonproliferation.
