NRC proposes GEIS revision for renewing reactor licenses

The Nuclear Regulatory Commission announced on January 24 that it has directed staff to publish a proposed rule that includes an update to the license renewal generic environmental impact statement (GEIS), which is used by the agency when considering applications to renew operating reactor licenses.

The proposed rule, to appear in the Federal Register in the near future, is a response to an NRC order that concluded the license renewal GEIS did not analyze the environmental impacts of a subsequent license renewal term (from 60 to 80 years of operation).

The Nuclear Regulatory Commission is seeking public comment on the scope of its supplemental environmental impact statement (SEIS) concerning Dominion Energy’s subsequent license renewal (SLR) application for North Anna-1 and -2, the agency announced earlier this week.

Southern Nuclear, operator of the two-unit Hatch nuclear plant, announced yesterday that it will seek subsequent license renewals (SLR) for both reactors.

In a major change to its subsequent license renewal process, the Nuclear Regulatory Commission last week ruled that reviews of SLR applications must rely on a more extensive environmental analysis than that provided by the agency’s Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GEIS). According to the ruling, the GEIS, properly understood, does not cover the SLR period.

Comment now on advanced reactor GEIS scope

The Nuclear Regulatory Commission is developing a generic environmental impact statement (GEIS) for small-scale advanced reactor designs. Just how small a reactor must be to fit the parameters of the GEIS is one topic open for public comment, but the NRC staff anticipates including reactors generating up to 30 MWt. The public comment period is open until June 30
