The RAIN scale: A good intention that falls short
Radiation protection specialists agree that clear communication of radiation risks remains a vexing challenge that cannot be solved solely by finding new ways to convey technical information.
Earlier this year, an article in Nuclear News described a new radiation risk communication tool, known as the Radiation Index, or, RAIN (“Let it RAIN: A new approach to radiation communication,” NN, Jan. 2025, p. 36). The authors of the article created the RAIN scale to improve radiation risk communication to the general public who are not well-versed in important aspects of radiation exposures, including radiation dose quantities, units, and values; associated health consequences; and the benefits derived from radiation exposures.

Dr. Stephane Baude has been Director of the Division of Information Management (SGIM), Department of Safeguards, of the International Atomic Energy Agency since December 2023.
For over 25 years, Dr. Baude has been dedicated to the field of nuclear non-proliferation, spending the majority of his career with the French Atomic Energy Commission, CEA. In his early career, he established the French laboratory for particle analysis in environmental samples, before focusing on the attribution of signatures in the context of the A.Q. Khan network and other nuclear forensics investigations.
In 2006, Dr. Baude joined the Permanent Mission of France in Vienna, where his responsibilities included eight years as a Technical Advisor for multilateral diplomacy on non-proliferation related topics and heading the IAEA section in the Mission.
Returning to CEA in 2013, Dr. Baude established a new Division in charge of technical expertise for non-proliferation and nuclear test detection. In this role, he coordinated the technical support for the JCPOA negotiation team and was deeply involved in the assessment of DPRK nuclear tests.
Dr. Baude subsequently became a Project Manager, leading programmatic and R&D activities at CEA to support non-proliferation and nuclear test detection. In 2020, Dr. Baude joined the International Affairs Division of CEA as Deputy Director, leading the Section in charge of nonproliferation and multilateral organizations and advising the Governor for France to the IAEA.
Dr. Baude holds a PhD in analytical chemistry from the Pierre and Marie Curie University in Paris, France.
