Nuclear start-ups Oklo and Flibe Energy both announced this week that they have been selected by the Department of Energy for advanced negotiations under the department’s Surplus Plutonium Utilization Program, which aims to make surplus U.S. plutonium available to the nuclear industry for advanced reactor fuels.

According to multiple reports, three other companies—Exodys Energy, Shine Technologies, and Standard Nuclear—have also been selected for advanced negotiations under the program, which is being led by the DOE’s Office of Nuclear Energy.

One of the privileges of being president of the American Nuclear Society is awarding Presidential Citations to individuals who have demonstrated outstanding effort in some manner for the benefit of ANS or the nuclear community at large. Citations are conferred twice each year, at the Annual and Winter Meetings.

The Department of Energy has fast-tracked its selections for the Fuel Line Pilot Program. Four companies—Oklo, Terrestrial Energy, TRISO-X, and Valar Atomics—were named September 30 as “conditional selections” for a “fast-track approach to commercial licensing,” bringing the total to five. The first company conditionally chosen for a DOE-authorized fuel fabrication facility—Standard Nuclear—was named less than three weeks after the program opened to applicants in July.

The Department of Energy made conditional commitments yesterday to provide high-assay low-enriched uranium to three companies: reactor developer Antares Nuclear; fuel fabricator Standard Nuclear; and Natura Resources, which is backing Abilene Christian University’s development of a small Molten Salt Research Reactor and pursuing a commercial reactor design of its own. Following a contracting process, some of the companies “could receive their HALEU later this year.”

Shine Technologies has been developing fusion-adjacent technologies in Janesville, Wis., including nuclear fuel recycling, since its founding in 2005. Standard Nuclear of Oak Ridge, Tenn., was formed just last year but holds a TRISO fuel production technology backed by years of research and development since it acquired Ultra Safe Nuclear’s fuel manufacturing assets after that company’s bankruptcy in October 2024. Now, Shine and Standard Nuclear have announced plans to work together on a “strategic partnership to advance nuclear fuel recycling and U.S. fuel security.”

The Department of Energy announced on June 5 that three companies—all of which are new to the Gateway for Accelerated Innovation in Nuclear (GAIN) voucher program—will receive vouchers to support their research on advanced fuels, materials, and sensors. The second round fiscal year 2025 vouchers will let the companies access specialized research facilities and expertise in the DOE’s national laboratory complex.

Seattle-based Ultra Safe Nuclear (USNC), developer of a high-temperature, gas-cooled microreactor design that has drawn interest from potential customers and research and development funding from the Department of Energy, announced yesterday that it has filed a petition for Chapter 11 bankruptcy to facilitate its sale to Standard Nuclear Inc. The filing, made in the U.S. Bankruptcy Court in Wilmington, Del., includes USNC and its subsidiaries, Ultra Safe Nuclear-Technologies, USNC-Power, and Global First Power.
