The International Atomic Energy Agency and the World Bank Group (WBG) recently provided an update on their partnership’s progress at the one-year mark. That partnership, entered into only weeks after the World Bank reversed its long-standing ban on nuclear power investment, aims to facilitate new financing and construction of advanced nuclear projects in developing countries.

In 2023, more than 20 countries at the World Climate Action Summit of the 28th Conference of the Parties to the U.N. Framework Convention on Climate Change (COP28) set the goal of tripling global nuclear energy capacity by 2050. Now, a new report from the OECD Nuclear Energy Agency describes the daunting challenges involved in trying to meet that goal.

According to Nuclear Energy Outlook: Global Installed Capacity to 2050 and Beyond, expanding nuclear energy capacity to meet the COP28 target will require substantial acceleration in the growth of the nuclear workforce, supply chains, and financing availability. The report outlines four possible scenarios for how nuclear capacity could evolve by and past 2050: a “low” scenario, a “current trends” scenario, an “ambitious” scenario, and a “transformative” scenario.

The renewed global interest in nuclear power is often framed as a policy story driven by decarbonization goals, energy security concerns, and surging electricity demand from digital infrastructure and electrification. While these forces are real and durable, they materially understate the challenge at hand. The practical constraint on nuclear deployment today is not strategic will, but execution. Specifically, the challenge lies in how nuclear projects are financed, how risk is allocated, and how investors assess credibility in a sector defined by long timelines and asymmetric downside risk.

Elementl Power Inc. is a “technology agnostic” nuclear project developer looking to bring more than 10 gigawatts of new nuclear power on line in the United States by 2035, and Google wants to see more baseload nuclear power supplying its data centers. The two companies announced May 7 that they have signed a strategic agreement to “pre-position” three project sites for advanced nuclear energy.

The International Energy Agency has published a new report examining opportunities for the nuclear power industry to address concerns related to energy security and climate change. The Path to a New Era for Nuclear Energy explores areas of policy, innovation, construction, and financing with an emphasis on investment-related issues regarding small modular reactors.

The IEA report describes encouraging developments taking place in the nuclear energy industry, such as increasing investment, technology advances, and supportive policies in many countries. But it also notes that certain key challenges need to be overcome if nuclear energy is to meet the needs of rising electricity demand, including demands from artificial intelligence and data centers. In addition to examining the present global status of nuclear power, the report evaluates the long-term outlook, quantifying expected capacity and investment through 2050.

The 2024 edition of Climate Change and Nuclear Power has been released by the International Atomic Energy Agency. The 99-page report focuses on the need for a significant increase in investment to achieve goals for expanding nuclear power.

Startup company Last Energy has announced power purchase agreements for 34 units of its 20-MWe nuclear power plants with four industrial partners in Poland and the United Kingdom. In total, according to the company, the deals represent more than $18.9 billion in electricity sales.
