Center for Used Fuel Research: Building confidence in storage and transport
Used nuclear fuel storage and transportation have reached a critical juncture.
Dozens of utilities need reliable data on how used nuclear fuel performs in dry storage casks and canisters to extend regulatory licenses at sites across the United States. Likewise, the Department of Energy expects to take ownership of the used nuclear fuel—termed “spent nuclear fuel” in the laws and regulations governing its stewardship—and transfer it to one or more federal staging facilities for management and disposition.
Meanwhile, dozens of reactor companies are testing prototypes of advanced reactors and advanced reactor fuels. Eventually, regulators and industry must also verify the safety and security of storage methods for these advanced fuel types.
To help address these challenges, the DOE established the Center for Used Fuel Research (CUFR) in January 2026 for work related to the long-term storage and transport of used nuclear fuel.

Since 2008, Mohamed Al Hammadi has led ENEC in delivering the Barakah Nuclear Energy Plant in Abu Dhabi, UAE, one of the world’s latest nuclear new build plants, generating 40TWh per annum.
Al Hammadi has led a 50-nationality team to deliver the plant and human infrastructure as part of the wider UAE Peaceful Nuclear Energy Program and is now focused on overseeing operational excellence in addition to exploring new opportunities across advanced reactors, new plants in the UAE and overseas, investments and global advocacy of the nuclear sector.
Al Hammadi sits on the ENEC Board of Directors and is Chairman of the Boards of ENEC’s subsidiaries: ENEC Operations and ENEC Commercial. Al Hammadi is the Chairman of the World Nuclear Association (WNA) since April 2024 and is a board member of WANO Atlanta Center. He is also a member of the American Nuclear Society, and the Project Management Institute (USA). In the UAE, he sits on the Boards of the National Marine Dredging Company (NMDC) and Abu Dhabi Ports. He is a Senior Member of the Institute of Electrical and Electronics Engineers (USA), the International Council on Large Electric Systems, and the Engineers Association of the UAE.
Al Hammadi was President of the World Association of Nuclear Operators (WANO) for the 2022 – 2024 period.
