This panel examines the geopolitical dimensions of nuclear technology — both weapons and peaceful applications. Topics include nuclear nonproliferation treaties, the question of which countries should be permitted to develop nuclear weapons programs, the dual-use challenge of civilian nuclear technology, and how great power competition between the U.S., Russia, and China shapes the nuclear landscape. This panel is deliberately designed to provoke some controversy, as panelists will likely hold differing views on how to balance deterrence, nonproliferation, and peaceful nuclear development.
