The deadline arrives: Checking in on the Reactor Pilot Program
On May 23, 2025, President Trump signed Executive Order 14301, “Reforming Nuclear Reactor Testing at the DOE,” which instructed the Department of Energy to create a Reactor Pilot Program (RPP)—a new system in which companies could pursue DOE authorization to build and test their first-of-a-kind nuclear technologies. EO 14301 set an ambitious goal for that program: three reactors achieving criticality by July 4, 2026.

We have measured the fission cross-section ratio of 237Np to 235U as a function of neutron energy from 20 keV to 30 MeV using ionization fission chambers, the threshold cross-section method, and the time-of-flight technique at the Lawrence Livermore National Laboratory 100-MeV electron linear accelerator. The measured cross-section ratio, averaged over the neutron energy interval from 1.75 to 4.00 MeV, is 1.294 ± 0.019.
