On top of the many celebrations planned for America’s 250th birthday, the Trump administration wants to mark a nuclear milestone as well: achieving criticality for at least three advanced reactor concepts by July 4, 2026.

But this wouldn’t really be a milestone. On a day of fireworks nationwide, it would just be more noise.

Third Way has celebrated the nuclear sector’s progress during the Trump administration and supported the goal of 400 GW of nuclear energy by 2050. Additionally, we think all five commissioners on the Nuclear Regulatory Commission have prioritized safety in new designs and defended an understaffed agency under pressure to bypass important processes.

Five pronuclear organizations—the Breakthrough Institute, Clean Air Task Force, ClearPath, Nuclear Innovation Alliance, and Third Way—have together penned a letter to the Nuclear Regulatory Commission, calling on the agency to take action on its emergency preparedness for advanced reactors rule—which, despite the explosion of interest in these technologies over the past few years, has yet to be finalized.

A recent multinational survey of attitudes toward nuclear energy has found widespread public support for advanced nuclear technologies in countries around the world, according to the 50-page report The World Wants New Nuclear, released yesterday by nongovernmental organizations ClearPath, Third Way, Potential Energy Coalition, and RePlanet.

The report is based on a large-scale online quantitative survey across three continents, among 13,500 members of the general public. Nationally representative samples were surveyed for each of eight nations—France, Germany, Japan, Poland, South Korea, Sweden, the United Kingdom, and the United States—between November 2022 and January 2023.

In a follow-up to A Step-by-Step Guide to Nuclear Innovation Policy, which was released by think tank Third Way in 2016, the Fastest Path to Zero Initiative of the University of Michigan has now published “Young Carla,” an eponymous “prequel” about a fictional nuclear engineering student. Carla was introduced in the 2016 report as a graduate nuclear engineering student with an idea for a new type of nuclear energy technology. The report explained how wise policy decisions in the United States could improve government-private partnerships so that Carla’s idea could be commercially demonstrated.

Approximately 40 percent of cumulative carbon dioxide emission reductions needed to meet sustainability targets rely on technologies not yet commercially deployed on a mass-market scale, according to last year’s Special Report on Clean Energy Innovation from the International Energy Agency.

Crapo

Intent on lowering that percentage, both the Senate and House earlier this week introduced bipartisan legislation to rapidly scale up and diversify emerging energy technologies. On July 27, Sens. Mike Crapo (R., Idaho), ranking member of the Senate Finance Committee, and committee member Sheldon Whitehouse (D., R.I.) introduced the Energy Sector Innovation Credit (ESIC) Act, or S. 2475. The credit, according to Crapo’s office, is a technology-inclusive, flexible investment tax credit (ITC) or production tax credit (PTC) designed to promote innovation across a range of clean energy technologies, including generation, energy storage, carbon capture, and hydrogen production.

The Nuclear Innovation Alliance (NIA) yesterday released a report, Unlocking Advanced Nuclear Innovation: The Role of Fee Reform and Public Investment, arguing that a reform of the Nuclear Regulatory Commission’s user-fee model for new license applicants, combined with more funding for advanced reactor licensing and regulatory infrastructure, will unlock innovation and support U.S. leadership in advanced nuclear energy.

The 38-page report asserts that as currently structured, the NRC’s fee model inhibits carbon-free advanced nuclear innovation in two primary ways: First, it limits the agency’s resources, flexibility, and efficiency; and second, the open-ended costs associated with paying fees impose barriers to new entrants.
