OSTP memo guides space nuclear plan
A White House Office of Science and Technology Policy (OSTP) memorandum released on Tuesday guides NASA, the Department of Energy, and the Department of Defense on their roles in deploying near-term space nuclear power.
This follows a series of NASA announcements last month—driven by the executive order “Ensuring American Space Superiority,” issued by Trump in December—including an ambitious timeline for establishing a moon base, which would rely on fission surface power (FSP) to survive the long lunar night at the moon’s south pole, and plans for a nuclear electric propulsion (NEP) rocket to be launched in 2028.

Chief Scientist
Los Alamos National Laboratory
Jesson Hutchinson is the Chief Scientist of the National Criticality Experiments Research Center (NCERC) and is an expert in critical and subcritical experiments. He is a Crew Chief (equivalent to a Senior Reactor Operator) for three of the critical assembly machines and is a Crew Member (equivalent to a Reactor Operator) of the fourth machine at NCERC. Jesson has participated in and/or lead >150 critical and >500 subcritical operations at NCERC. His focus is the design, execution, and analysis of critical and subcritical experiments. He has been a member of the ICSBEP working group since 2007. Jesson is an instructor for hands-on criticality and reactor physics training.
