Seconds Matter: Rethinking Nuclear Facility Security for the Modern Threat Landscape
In today’s rapidly evolving threat environment, nuclear facilities must prioritize speed and precision in their security responses—because in critical moments, every second counts. An early warning system serves as a vital layer of defense, enabling real-time detection of potential intrusions or anomalies before they escalate into full-blown incidents. By providing immediate alerts and actionable intelligence, these systems empower security personnel to respond decisively, minimizing risk to infrastructure, personnel, and the public. The ability to anticipate and intercept threats at the earliest possible stage not only enhances operational resilience but also reinforces public trust in the safety of nuclear operations. Investing in such proactive technologies is no longer optional—it’s essential for modern nuclear security.

Past CONTE conferences have included a panel discussion of industry operator licensing and training issues. Feedback on this panel has been positive and with a number of issues in this area currently, it is relevant that CONTE 2023 include a similar panel discussion. The Operator Licensing Panel for CONTE 2023 will include key members of the NRC and Industry who will participate in a discussion fueled by a question-and-answer format. Participants will have open-forum access to the panel to address issues, questions, concerns and challenges related to the topical area. Participants will be identified closer to the conference but will be personnel with extensive experience and expertise relevant to operator licensing, training and examination. Topics may include some or all of the following: • Recent revisions to NUREG-1021 • Recent revisions to Operator Knowledge and Ability Catalogs (NUREG-1122 and -1123) • Recent operator examination experience and issues • Industry items of interest The Operator Licensing Panel is a popular, open and effective forum for the discussion of, feedback on and exchange of ideas for the topical area.
