New bill calls for improvements in NRC oversight practices

Rep. Debbie Lesko (R., Ariz.) last week introduced legislation to require the Nuclear Regulatory Commission to assess its nuclear power plant oversight and inspection practices and to implement improvements.

According to a press release from Lesko’s office, the bill—the Advancing Nuclear Regulatory Oversight Act—directs the NRC to report to Congress any policies that it revised or suspended during the COVID-19 pandemic and how these changes impacted the agency’s ability to conduct its oversight duties. In addition, the measure requires the NRC to submit a report identifying improvements to its oversight and inspection programs to maximize efficiency without compromising safety.

Uranium dropped from critical minerals list

The Interior Department’s U.S. Geological Survey (USGS) this week revealed its draft revised list of critical minerals—those deemed essential to economic and national security—and uranium is not on it.

The list was initially developed in 2018 in response to a December 2017 Trump administration executive order. Uranium was included as one of 35 minerals on that list.

President Biden struck an infrastructure deal yesterday with a bipartisan group of senators to provide new investments for electric utilities, transportation, broadband, and other projects.

The deal coincided with a Senate Energy and Natural Resources Committee (SENR) hearing yesterday, which examined the infrastructure needs of the U.S. energy sector and considered the legislative proposal released last week by SENR chairman Sen. Joe Manchin (D., W.Va.) . The proposal, labeled a "discussion draft," is currently in play for ongoing bipartisan infrastructure negotiations and includes provisions that would comply with rules on budget reconciliation, including a section that fully funds the Advanced Reactor Demonstration Program and other Energy Act of 2020 programs. Manchin's proposal would also look to create a Department of Energy grant program for at-risk nuclear plants on an as-needed basis.

DOE moves to strengthen domestic supply chain of critical minerals

The Department of Energy has issued new guidance for applicants to its Loan Programs Office (LPO), stating a preference for projects related to critical minerals.

The guidance, a notice for which was published in the December 1 Federal Register, aims to boost the domestic supply chain of critical minerals in support of two of President Trump’s executive orders: the September 2020 order regarding the nation’s reliance on foreign sources for critical minerals, and the December 2017 order regarding the implementation of a federal strategy to ensure a domestic supply of those minerals.
