DOE awards $153M Paducah services contract to North Wind Dynamics

The Department of Energy’s Office of Environmental Management announced it has awarded a contract worth nearly $153 million to North Wind Dynamics for infrastructure support services at the DOE’s Paducah Site in Kentucky. According to DOE-EM, the company, a small business based in Idaho Falls, Idaho, was chosen based on “key personnel, organization, and management approach, past performance, and value to taxpayers.”

The contract, which includes a 60-day transition period, replaces the current infrastructure support services contract held by Swift & Staley Inc. That contract expires on May 31, with options available to extend through November 30.


The details: The infrastructure support services contract is a performance-based contract containing cost-plus award fee; firm-fixed price; cost-reimbursement no-fee; and indefinite-delivery, indefinite-quantity contract line-items. The maximum period of performance is five years, consisting of a three-year base period and one two-year option period.

North Wind Dynamics will support DOE-EM’s mission by performing the following services at the Paducah Site:

  • Surveillance, maintenance, and repair and construction/replacement of facilities.
  • Custodial services, grounds maintenance, snow removal, and pest control.
  • Roadway parking and lot maintenance.
  • Fleet management.
  • Real property management.
  • Records management and document control.
  • Safeguards and security.
  • Environment safety, health, and quality programs.
  • Engineering.
  • Training services.
  • Mail services.
  • Waste management and pollution prevention.
  • Other activities and support to the DOE.
