The I.C.E. Service Group, Inc. (ICE) provides packaging, transloading, logistics, material management & handling, as well as transportation services to the industrial, construction and environmental markets.
They provide transportation services; including rail, truck, and marine conveyances, logistical support, fleet management, transloading & transferring, packaging, waste management support, transportation equipment sales & leasing, and staff augmentation services.
Their markets include the nuclear / radioactive, hazardous, and non-hazardous waste, hazardous materials, petrochemical, alternative fuel, steel and metal, machinery and equipment, paper/pulp/wood, sand/aggregate, and by-product industries in North America, including the Caribbean.
ICE is a Small Business Administration (SBA) self-certified business. In addition, they operate as a Nuclear Quality Assurance (NQA-1) certified company under the auspices of the American Society of Mechanical Engineers (ASME).
The company was started in 2007 by four partners Gus Chirgott, Mark Delfratte, Steve Lipecky and Dennis Morgan II, who have been working in the industry together for over 30 years.
ICE’s corporate headquarters is in Moon Township, Pennsylvania, some 20 miles north-west of Pittsburgh. They also have other offices in addition to transload locations throughout the U.S. from California to New Jersey and states in between, their customer base is in both the private and public sectors; public being government entities, such as U.S. Department of Defense, U.S. Department of Energy, the U.S. Army Corps of Engineers, the U.S. Environmental Protection Agency. The private sector is the nuclear power industry, the petrochemical & chemical market, and the steel industry.
Much of their work is focused around the hazardous material market with a large concentration in the radioactive, nuclear, and hazardous waste remediation markets. In addition, they do a significant amount of bulk shipping of petrochemical, general chemicals, liquid waste and hazardous materials via rail tank car.
ICE is always innovating, adding new products and services. They are always looking at expanding and building upon their capabilities, it is an ongoing process for them. They are constantly building their fleet of packaging and transportation equipment, such as new intermodal containers.
Equipment is added to their fleet in a wise manner, they do not believe in building an inventory with a ‘they will come” type of mentality. They plan accordingly, looking at backlog and future projections to determine what they need. Their current fleet of nearly 700 pieces includes intermodal containers, cargo containers and railcars (gondolas, flatcars, articulated bulk cars & tank cars).
They are constantly looking at possible acquisitions, specifically for companies that’s a good fit to add into their service lines. One such acquisition that allowed the company to expand its range of services took place in August, 2017.
The principals of ICE purchased the assets of Strategic Packaging Systems, LLC “SPS”, a SBA HUBZONE Certified company headquartered in Madisonville, Tennessee.

The purchase included the building & property (80,000 SF), equipment, patents, customer list, and inventory of raw material along with finished products. SPS is a specialty soft sided package manufacture that designs & manufactures packages, liners and tarps for the nuclear & radioactive markets, hazardous waste / PCB waste and other hazardous commodities.
Since the companies' founding in 2007 ICE has never failed to complete a project. Projects are completed on time and within budget.
