On the margins of the COP28 climate conference in Dubai, UAE, this week, Barakah nuclear plant owner Emirates Nuclear Energy Corporation (ENEC) signed its first commercial uranium fuel supply contract with Kazatomprom, in addition to memorandums of understanding with two U.S.-based advanced reactor developers—TerraPower and GE Hitachi Nuclear Energy (GEH).

European firms partner to explore nuclear for hydrogen production

ULC-Energy, a nuclear development and consultancy company based in the Netherlands, has signed a memorandum of intent with Danish carbon emission reduction technology firm Topsoe and Britain’s Rolls-Royce SMR to investigate the production of hydrogen using Topsoe’s solid oxide electrolysis cell (SOEC) technology and electricity and heat from a Rolls-Royce small modular reactor plant.

The Nuclear Energy Institute—along with Constellation, Energy Harbor, PSEG, and Vistra—submitted a 19-page letter on May 24 to the Treasury Department and Internal Revenue Service, taking issue with April 10 comments to those agencies from the Clean Air Task Force (CATF) and Natural Resources Defense Council (NRDC) concerning the Inflation Reduction Act’s clean hydrogen production tax credit (Internal Revenue Code sec. 45V). (The Treasury and the IRS released a notice last November requesting public input on the credit’s implementation.)

Promising nuclear technologies receive $22.1 million from DOE

The Department of Energy yesterday announced the awarding of $22.1 million to 10 industry-led nuclear projects, including two aimed at expanding clean hydrogen production and one at advancing a microreactor design. Other projects selected for funding are focused on addressing nuclear regulatory hurdles, improving existing reactor operation, and facilitating new advanced reactor developments.

Nuclearelectrica has signed a memorandum of understanding with Emirates Nuclear Energy Corporation (ENEC) to provide both parties with an enabling framework for potential collaboration on the development and expansion of nuclear energy programs in Romania and the United Arab Emirates, as well as in Central and Eastern Europe.

Constellation starts hydrogen production at Nine Mile Point

A nuclear-powered hydrogen production facility has commenced operation at Constellation Energy’s Nine Mile Point plant, the company announced this week. The facility is the first of its kind in the United States to generate hydrogen using nuclear power, courtesy of the New York plant’s two boiling water reactors, the 620-MWe Unit 1 and 1,287-MWe Unit 2.

DOE opens clean energy demonstrations office

The Department of Energy recently announced the establishment of a new office aimed at supporting clean energy technology demonstration projects in areas such as advanced nuclear reactors, clean hydrogen, carbon capture, and grid-scale energy storage.

A creation of the $1.2 trillion infrastructure bill signed into law by President Biden last November, the Office of Clean Energy Demonstrations boasts a $21.5 billion budget, including $2.4 billion for the Advanced Reactor Demonstration Program.

Exelon to Congress: Pass infrastructure and Build Back Better bills

Exelon, owner and operator of the nation’s largest nuclear reactor fleet, has made clear its position on the massive infrastructure and social spending bills that federal lawmakers, at this writing, continue to haggle over.

“As world leaders convene in Glasgow for COP26 to address the climate crisis, the need for America to take action has never been more urgent,” said Chris Crane, Exelon’s president and chief executive officer, on Monday. “The bipartisan infrastructure agreement and the policy framework for Build Back Better legislation will make us more competitive globally, spur innovation and support good-paying jobs, protect current and future generations from the worst impacts of climate change, and cement America’s leadership on one of the most pressing challenges—and opportunities—of our time. The time to act is now, and we encourage lawmakers to pass these critical policies into law.”

Terrestrial Energy upgrades IMSR plant design

Terrestrial Energy has upgraded the design of its Integral Molten Salt Reactor (IMSR) nuclear power plant, the company announced on September 14. The proposed facility will now feature 390 MWe of generation capacity for grid supply from twin reactors and generators.

A bipartisan trio of House members from Pennsylvania last week introduced legislation to accelerate research and development, as well as deployment, of hydrogen from clean energy sources.

Hydrogen can be produced from a variety of domestically available clean sources, notes the Clean Hydrogen Energy Act, including nuclear power, renewables, and fossil fuels with carbon capture, utilization, and storage.

Reps. Mike Doyle (D., Pa.), Brian Fitzpatrick (R., Pa.), and Conor Lamb (D., Pa.) sponsored the measure.

Senate panel endorses energy infrastructure bill

The Senate Energy and Natural Resources Committee yesterday approved a bill on energy infrastructure, including initiatives that would provide a boost to the U.S. nuclear industry.

The Energy Infrastructure Act, which is expected to serve as the legislative text for key portions of a more comprehensive $1.2 trillion bipartisan infrastructure package, was approved 13–7, following the adoption of 48 amendments. All committee Democrats voted in favor of the bill, as well as three of the panel’s 10 GOP members, Sens. Bill Cassidy of Louisiana, Steve Daines of Montana, and Lisa Murkowski of Alaska. Two well-known Republican proponents of nuclear, John Barrasso of Wyoming and Jim Risch of Idaho, voted no. (Barrasso expressed a number of concerns with the bill, including its price tag.)
