The promise of nuclear power—clean, dispatchable, and reliable—positions it to match the ambitions of tech, industrial, and utility giants. But how do we turn ambition into action?

Uncertainty around nuclear energy’s capital cost is daunting, and the financial risk of pioneering new builds must be addressed.

Reliable nuclear power has incredible lifetime value. The ultimate project cost will pencil out over 40 or more years. We must focus on reducing the key risk: construction cost uncertainty for new nuclear.

As the nation confronts increasing demand for clean, baseload energy, nuclear power today receives substantial bipartisan support, but nuclear waste remains a trusty arrow in the quiver of opponents. The U.S. should work to make nuclear waste a nonissue not only to support opportunities for nuclear power expansion but primarily to meet long--standing obligations. Federal government inaction to remove and dispose of commercial spent nuclear fuel (SNF) continues to negatively impact host communities in 36 states; electric customers in more than 40 states who paid billions of dollars into the Nuclear Waste Fund; and all U.S. taxpayers, who pay about $2 million per day for the government’s partial breach.

It’s all about finding the sweet spot: performing the correct maintenance at the correct interval (that is, the longest possible) with the correct resources (people, parts, and plant conditions) in a safe and efficient manner.

When engineering and maintenance teams adjust periodic maintenance (PM) intervals for plant components, they must take into consideration operating history, industry experience and guidelines, and vendor recommendations. This data, in conjunction with risk assessment, can be used to stretch maintenance intervals. If a valve fails before the scheduled PM, for example, the PM interval may be too long. But if a valve is overhauled during every refueling outage and the soft parts still look new each time, extending the PM interval would save money via man-hours, parts, and scope. A smaller outage work scope results in shorter outages, which results in less money spent on replacement power for the utility. That’s the real savings.

Current and future decarbonization goals necessitate robust and reliable energy generation solutions with high capacity factors to serve as baseload sources of clean energy. Next-generation advanced reactor and small modular reactor designs have driven new technology, training regimes, and new reactor design and implementation of solutions associated with new design concepts and scale.

Research and teaching institutions like Washington State University are responding to help meet the needs of future nuclear research and development and fill in workforce gaps by preparing the next generation of workers in nuclear science and engineering. Domestic university research reactors provide an unparalleled teaching and training tool and are an R&D force multiplier for enhanced nuclear skillset development and training. Investing in research reactors and the important mission they serve benefits nuclear research both domestically and globally. Research reactors offer low-cost, safe, real-world job training and provide the experimentation platforms necessary to advance and meet demands of ongoing and future work in the nuclear sector that transcends traditional nuclear R&D.

For Kimberly Cook-Nelson, the path to the nuclear industry started with a couple of refrigerator boxes and cellophane paper. Her sixth-grade science project was inspired by her father, who worked at Seabrook power station in New Hampshire as a nuclear operator.

“I had two big refrigerator boxes I taped together. I cut the ‘primary operating system’ and the ‘secondary system’ out of them. Then I used different colored cellophane paper to show the pressurized water system versus the steam versus the cold cooling water,” Cook-Nelson said. “My dad got me those little replica pellets that I could pass out to people as they were going by at my science fair.”

After three years in the Department of Energy, including two as assistant secretary of the Office of Nuclear Energy, Katy Huff stepped down in May to return to the world of academia as a professor at the University of Illinois–Urbana-­Champaign.

Among her many accomplishments while serving as NE-1, Huff pushed for energy security—both at home and abroad, in places like war-torn Ukraine—and for the development of additional advanced and traditional nuclear plants, the potential restart of shuttered nuclear facilities, and a better funding stream for college nuclear programs.

The United States is already off to a good start with respect to new nuclear deployment. The completion of Vogtle Units 3 and 4, the Natrium groundbreaking, and X-energy’s partnership with Dow Chemical to deploy an advanced reactor for industrial applications are all important first steps. These efforts are being complemented by the flurry of licensing activity with the Nuclear Regulatory Commission and overwhelming support in Congress and the White House. But to achieve the current administration’s goal of tripling nuclear capacity by 2050, more needs to be done.

Public and private sectors are actively advancing research and development and concepts to realize a path to practical, clean, safe fusion energy. New fusion performance records continue to be set around the world, including at the National Ignition Facility (Lawrence Livermore National Laboratory), which demonstrated fusion ignition in 2022 and 2023.

However, significant obstacles for practical fusion remain. One challenge is to create and sustain a fusion power source. That is the mission of the international ITER project and the fundamental reason ITER is so valuable to the United States and the other ITER members (China, Europe, India, Japan, Korea, and Russia). Now under assembly in France, ITER is an experimental facility that will provide essential data and experience while also reducing risk for other fusion concepts. ITER will deliver unprecedented self-heated fusion performance, including fusion gain of up to 10 times greater power out of the plasma than the power into the plasma, fusion power of up to 500 megawatts, and long durations of hundreds to thousands of seconds.

It was a summer day in 1956 in Berkeley, Calif., when I, a freshly minted Ph.D., left Lawrence Livermore National Laboratory to travel to Pittsburgh, Pa., to join Westinghouse’s Commercial Atomic Power (CAPA) program. We were going to develop a large homogeneous power reactor—the future of energy. A year later, my efforts were diverted to lead what may have been one of the first nuclear safeguards equipment development programs funded by the Atomic Energy Commission.

For me, going into nuclear engineering was an adventure. In 1968, as a 17-year-old in a small village in western Turkey, I took a government exam designed to select students to send abroad for college. I had to pick a major and a country before the exam, so I picked nuclear engineering and America because they both seemed exciting and full of potential. I came to the United States with the intent to obtain my bachelor’s degree and return to Turkey without delay, because I was told that I was needed to work on the construction of Turkey’s first nuclear power plant starting in 1974. That nuclear plant project did not materialize as planned, nor did I return to Turkey as expected.

High-assay low-enriched uranium (HALEU) has emerged as a popular fuel choice for advanced small modular reactors due to its long power production periods before refueling. It is currently being pursued by TerraPower, X-energy, BWX Technologies, Kairos, Oklo, and other reactor companies. HALEU has a uranium-235 enrichment ranging from 5 percent to 20 percent, whereas traditional LWRs use low-enriched uranium fuel enriched up to 5 percent.

HALEU will provide power for longer durations, compared with traditional LWRs. But could it also provide an opportunity for more rapid proliferation, as is speculated in a 2023 National Academy of Sciences report on advanced nuclear reactors (nap.nationalacademies.org/catalog/26630/)?

If a nuclear proliferator conspires to divert fresh nuclear fuel for weapons production when it has not been used in a reactor, the effort required in separative work units (SWUs) to enrich U-235 from 5 percent to 90 percent and that required to enrich from 20 percent to 90 percent are both very small, compared with the effort required to enrich U-235 from its natural abundance to the initial 5 percent.

The most important thing the nuclear community can do to support space nuclear applications is the same thing we must focus on for terrestrial nuclear science: developing the trust of the American public.

Americans are widely supportive of NASA, and space has long captivated our imaginations. Recently, the publicity surrounding the new U.S. Space Force and the popularity of commercial rocket launches have drawn the public eye skyward. We don’t need to convince people that space is important and exciting, but we do have a long way to go in promoting nuclear power to the public.

I can’t think of a more exciting time to be working in nuclear, with the diversity of advanced reactor development and increasing global support for nuclear in sustainable energy planning. But we can’t lose sight of the need to plan for efficient international safeguards at the same time.

Global nuclear deployment has been underpinned since 1970 by the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), making it a key customer requirement for governments to demonstrate unequivocally that the technology is not being misused for weapons development.

The International Atomic Energy Agency (IAEA) has helped verify this commitment for more than 50 years, but it has never safeguarded many of the advanced reactors (and related fuel cycle processes) being developed today.

The continent of Africa and the 54 countries that share the land are an emerging force that will hold growing influence in the world’s economy by the end of this century. Throughout history, the world’s leading economies have been driven by large working-age populations, but the shift in demographics over the next 50 years will bring drastic changes to the global economy. As reported last year by the New York Times, most of the youngest countries in the world are in Africa (south/southeastern Asia and the Middle East being the other regions with young populations). This means that by 2050 and beyond, the countries with the largest working-age populations will be very different from the top economies today. The African Union understands these changes are coming and is working toward its Agenda 2063, the “master plan for transforming Africa into a global powerhouse of the future.”

Particle accelerators have evolved from exotic machines probing hadron interactions to understand the fundamentals of our world to widely used instruments in research and for medical and industrial use. For research purposes, high-power machines are employed, often producing secondary particle beams through primary beam interaction with a target material involving many meters of shielding. The charged beam interacts with the surrounding structures, producing both prompt radiation and secondary radiation from activated materials. After beam termination, some parts of the facility remain radioactive and potentially can become radiation hazards over time. Radiation protection for accelerator facilities involves a range of actions for operation within safe boundaries (an accelerator safety envelope). Each facility establishes fundamental safety principles, requirements, and measures to control radiation exposure to people and the release of radioactive material in the environment.

Wayne Newhauser is a professor and the Charles M. Smith Chair of Medical Physics at Louisiana State University. Newhauser and Georgia Tech’s Shaheen Dewji—both longtime American Nuclear Society members—worked on a multiyear study that looked at workforce issues for six of the most important radiation professions.

An article authored by Newhauser and Dewji that looks in-depth at the study will be published at a later date in Nuclear News.

Newhauser sat down with NN editor-in-chief Rick Michal to talk about the study and its findings, published last year in the Journal of Applied Clinical Medical Physics.

The BWRX-300 is the 10th generation of boiling water reactor designed by GE Hitachi and has a number of evolutionary features. We learned from the design of the Economic Simplified Boiling Water Reactor (ESBWR), the BWRX-300’s predecessor, that implementation of a plant design that utilizes passive safety features can result in a relatively large containment. From the inception of the BWRX-300, our goal was simplification of the design and the reduction in overall size of the “safety footprint,” which includes both containment and the safety-related--component plant areas. The design team was empowered to consider any and all simplification efforts, which were evaluated by the GEH team. One key to implementing this goal—design of a plant that can be licensed anywhere in the world—is the use of a probabilistic risk assessment (PRA) that helps ensure the resulting plant risk is low.

Within the next decade, it is expected that the first round of advanced reactor (AR) demonstration units will be successfully started up and operated, with additional industry-led nuclear energy initiatives progressing toward demonstration. These AR prototypes will be first-of-a-kind systems incorporating significant technological advances. Attracting the required investment for construction and operation will require persistent efforts to improve performance, reduce costs, attract an investor/-customer base, and establish the supply chain and workforce needed to meet this emerging demand.

Public-private partnerships focused on technology and design advancements will likely be needed through at least 2050. These partnerships will require the research community—and the national labs in particular—to play a key role in developing technical solutions for economically competitive systems and helping address other challenges to sustained and expanded use of nuclear energy. These challenges include managing used nuclear fuel, minimizing nuclear security and proliferation risks, and pursuing international markets.

As someone who grew up in a community with an operating nuclear plant—Pilgrim Nuclear Power Station, in Plymouth, Mass., on Cape Cod Bay—I had the luxury of a more thorough education on what nuclear power was (and what it wasn’t) from an early age. Unfortunately, growing up in the 1980s and ’90s, many of my contemporaries were not as lucky; their education on nuclear power came from The Simpsons.

While it is a show that influenced a generation in many ways, its portrayal of the nuclear industry had no basis in reality. Nuclear workers are among the most professional and highly trained people in the world. The standards by which used fuel and waste are handled and stored are some of the strictest of any industry. I have found, after nearly a decade in the nuclear industry, that the first thing I must help the public, media, and even elected officials understand is that used nuclear fuel is not green goo in a barrel, but a solid pellet stored safely in robust dry storage casks. Providing the facts—the science and technology—is the key to helping people understand a complex industry. Doing so in simple terms can help demystify nuclear power.
