This special report addresses the issues of how excess plutonium coming out of the nuclear arsenals of the United States and the former Soviet Union should be handled, how the plutonium being generated and separated in some civilian nuclear fuel cycles should be dealt with, and how the vast amounts of plutonium incorporated in spent fuel from civilian power plants should be approached.
The 94-page report contains an executive summary and full panel report, as well as three subpanel reports that review current energy and nonproliferation policy issues related to energy and economics; reactors; reprocessing; waste management and disposal; weapons; regulatory and legal matters; environment, safety, and health; and safeguards and security.
